The Department of Criminal Investigation of Corruption, Economic Crimes, Smuggling, and Environmental Crimes of the Ha Tinh Provincial Police inspected medical ethanol products at Ngan Ha Pharmaceutical Investment Co., Ltd.
According to initial information, on June 5-6, the Department of Criminal Investigation of Corruption, Economic Crimes, Smuggling, and Environmental Crimes (Ha Tinh Provincial Police) conducted inspections at businesses and retail stores selling medicines and pharmaceuticals in Ha Tinh province and discovered and seized more than 2,000 products of 70% and 90% Ethanol medical alcohol, bearing the Ngan Ha brand name, manufactured by Ngan Ha Pharmaceutical Investment Co., Ltd., which showed signs of being counterfeit and substandard.
Expanding the investigation, authorities searched the production facility of Ngan Ha Pharmaceutical Investment Co., Ltd. (in Hanoi ), seizing an additional 13,812 similar finished bottled products. Analysis revealed that these products were made from industrial alcohol with a high methanol content – a substance that can cause nerve damage, blindness, and even death if inhaled or exposed to.
Authorities identified Pham Dinh Dung (born in 1986) as the director and legal representative of Ngan Ha Pharmaceutical Investment Co., Ltd. However, all production and business activities were directly managed and operated by Pham Dinh Tuan (born in 1988, Dung's younger brother).
To compete on price and increase profits, from the beginning of 2025 until now, Tuan has instructed his employees to purchase 99% industrial alcohol (with a high methanol content) to mix and produce medical alcohol products, then affix fake labels and distribute them to the market, selling them in many provinces and cities nationwide.
The Investigation Police Department of Ha Tinh province has issued a decision to initiate a criminal case for "Producing and trading counterfeit goods" and is continuing to investigate and clarify the criminal acts of the related individuals.
Continuing the fight against corruption, on June 9, 2025, the Department of Criminal Investigation of Corruption, Economic Crimes, Smuggling, and Environmental Crimes inspected medical product warehouses in Ha Tinh province and discovered and seized 408 bottles (500ml capacity) of 70% Ethanol and 90% Ethanol alcohol products under the AB brand, manufactured by An Binh Medical Supplies Trading Joint Stock Company (in Bac Ninh province), which were counterfeit and substandard.
Expanding the investigation into the origin of the goods, the Police Department for Investigating Crimes related to Corruption, Economics, Smuggling, and the Environment inspected An Binh Medical Supplies Trading Joint Stock Company and discovered and seized an additional 4,000 bottles of 70% and 90% alcohol in 500ml bottles bearing the AB brand, which were counterfeit and of poor quality.
Initial investigations by authorities determined that from April to May 2025, Nguyen Van Dien (born in 1988), the General Director of An Binh Medical Supplies Trading Joint Stock Company, instructed employees to use industrial alcohol (high methanol content) to produce medical ethanol products of 70% and 90% concentration under the AB brand. These products were then distributed to many provinces and cities such as Ha Tinh, Nghe An, Thanh Hoa, and Hai Phong for consumption.
Currently, the Investigation Police Department of Ha Tinh province is continuing to investigate and gather documents and evidence to handle the violations of the individuals involved in accordance with the law.
