
Accordingly, the Hanoi People's Committee requested the immediate implementation of emergency measures. Specifically, the Hanoi People's Committee assigned the Hanoi Water Resources Investment and Development Company Limited to develop an operational plan for the pumping stations in case of continued heavy rain and flooding, and to proactively respond if flooding occurs. The Da Phuc Commune People's Committee will coordinate with the Hanoi Water Resources Investment and Development Company Limited in responding to flooding situations; and perform other tasks depending on the nature of the natural disaster and the directives of the competent authorities.
In addition, the city's media outlets warned about the emergency situation so that the public would be aware and proactively cooperate with relevant authorities and specialized agencies in addressing the emergency and organizing production. Relevant agencies and units, based on their specialized state management functions, guided, coordinated, and facilitated the units in carrying out their assigned tasks according to regulations.
In addition, the city also issued an emergency construction order to prevent flooding at the Tan Hung, Cam Ha 1, and Tang Long pumping stations, aiming to address the flooding of the pumping station floors and ensure the operational capacity of the facilities during heavy rains and floods, preventing flooding in Da Phuc commune and surrounding areas in Hanoi during heavy rainfall.
Specifically, the project has a total estimated investment of 93 billion VND from the city budget, with construction time from December 2025 to June 2026, including: Expected renovation and repair of Tan Hung pumping station with a cost of 25 billion VND; Cam Ha pumping station with 23 billion VND; and Tang Long pumping station with 45 billion VND, focusing on replacing machinery and equipment at the pumping stations with a synchronized submersible inclined pump unit; replacing sluice gates through the dike; repairing some construction items related to the pumping station area such as the electrical cabinet room, discharge tank, suction tank, dredging the canal, etc.
According to the Hanoi People's Committee, due to the impact of typhoons No. 10 and No. 11, which caused prolonged heavy rain, the water levels of the Cau and Cong rivers rose to record highs from October 8th to October 15th. The water flooded the fields, submerging the pumping station floors, motors, and electrical cabinets of the Tan Hung, Cam Ha 1, and Tang Long pumping stations in Da Phuc commune, rendering them unable to operate for flood drainage.
