The official dispatch sent to the Directors of the Departments of Culture, Sports and Tourism, Departments of Culture and Tourism, and Departments of Tourism of the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang , Quang Ngai, Gia Lai, and Dak Lak; and the heads of agencies and units under the Ministry, clearly states:

In implementing Prime Minister 's Directive No. 200/CĐ-TTg dated October 20, 2025, on proactively implementing measures to respond to Typhoon No. 12 and floods, the Ministry of Culture, Sports and Tourism requests:

Directors of the Departments of Culture, Sports and Tourism, Departments of Culture, Sports and Tourism in the above-mentioned provinces and cities must closely follow the direction of the Government and the Prime Minister, focus on leading, directing, preparing and implementing plans to respond to storms, floods and landslides promptly and effectively with the most urgent and drastic spirit.

Regularly monitor and update news on the situation and developments of storms from the National Center for Hydro-Meteorological Forecasting, organize information, propaganda, and timely notification to ships, vehicles operating at sea, people, and tourists to proactively respond promptly, early, and from afar, including increasing dissemination and guidance on measures and skills to respond to floods, landslides, and flash floods for people.

Actively coordinate with functional agencies and local authorities to effectively organize response work to storm No. 12, especially in supporting people, calling and guiding ships and vehicles at sea to safe anchorage to ensure safety of life, limit damage to people's property, and avoid being passive and surprised.

Heads of agencies and units under the Ministry: Based on the situation and developments of the storm, organize and implement storm response measures at their respective agencies and units to ensure the safety of people, property, and facilities under their management.

Within the scope of assigned functions and duties, proactively coordinate with relevant agencies, local authorities, and related organizations and units to organize and implement timely and effective responses to storms, floods, and landslides.

The Ministry of Culture, Sports and Tourism requests that agencies and units seriously implement this and report to the Ministry (through the Ministry's Office) for compilation and reporting to the Ministry's leadership.

VHO - Due to the influence of the storm circulation, combined with other weather patterns, from October 22-26, the Central region, especially from Ha Tinh to Quang Ngai, is highly likely to experience widespread heavy rain, lasting for many days, with some places experiencing very heavy rain over 900mm; high risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas...

According to the National Center for Hydro-Meteorological Forecasting, at 13:00 on October 21, the typhoon's center was located at approximately 17.5 degrees North latitude and 112.2 degrees East longitude, in the sea north of the Hoang Sa Special Administrative Region, about 450 km east-northeast of Da Nang.

Near the center of Typhoon No. 12, the strongest winds are at level 9-10, equivalent to wind speeds of 75-102 km/hour, with gusts up to level 12. The typhoon is moving in a west-northwest direction at a speed of 10-15 km/hour.

Forecasts indicate that by 7:00 AM tomorrow, October 22nd, the storm's center will be located at approximately 16.6 degrees North latitude and 109.9 degrees East longitude, in the sea west of the Hoang Sa Special Administrative Region, about 190 km east-northeast of Da Nang.

Due to the influence of Typhoon No. 12, from today, the western sea area of ​​the North East Sea, including the Hoang Sa Special Zone, will experience strong winds of force 7-8; in the area near the center of the typhoon, winds will be strong at force 9-10, gusting to force 12. Waves will be 3-5 meters high, 5-7 meters near the center of the typhoon, with very rough seas.

The sea area from southern Quang Tri to Quang Ngai (including Ly Son and Cu Lao Cham) is experiencing strong winds of level 6. Forecasts indicate that from the morning of October 22nd, wind intensity in the aforementioned sea area will increase to level 7, reaching level 8 near the storm's center, with gusts up to level 10. Waves will be 3-5 meters high, and the sea will be rough.

Due to the influence of the circulation of typhoon No. 12 (typhoon Fengshen) combined with cold air, the easterly wind zone at high altitudes, and the topographic effect of Central Vietnam, it is forecast that from noon and afternoon tomorrow, provinces from Ha Tinh to Quang Ngai will begin to experience strong winds and heavy rain.

It is forecasted that Ha Tinh province, northern Quang Tri area (former Quang Binh province) and Quang Ngai will have total rainfall from October 22 to 27 ranging from 200 to 400 mm, with some places exceeding 500 mm.

The southern part of Quang Tri province (formerly Quang Tri province), Hue City, and Da Nang experienced total rainfall generally ranging from 500 to 700 mm, with some areas receiving up to 900 mm.

The National Center for Meteorological and Hydrological Forecasting warns that during typhoon No. 12, the aforementioned provinces are at risk of experiencing heavy rainfall with high intensity, exceeding 200 mm.

Provinces from Ha Tinh to Quang Ngai are at high risk of flash floods and landslides in mountainous areas; and flooding in low-lying areas and urban areas.

The National Center for Hydro-Meteorological Forecasting recommends that localities should have plans in place to ensure the safety of hydroelectric and irrigation reservoirs, and be prepared to respond when river water levels from Quang Tri to Quang Ngai are likely to reach or exceed alarm level 3 during typhoon number 12.
