Strengthen propaganda and mobilize all sectors and classes of people to implement the campaign "All people unite to build new rural areas and civilized urban areas", the campaign "Ho Chi Minh City residents do not litter on the streets and canals, for a clean city and to reduce flooding" with many effective models and methods.
