
In her opening remarks at the session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le stated that the 14th session is the first thematic session of the City People's Council in 2024.
At this session, the City People's Council discussed and passed 17 resolutions. Among them, the City People's Council passed a resolution specifying the implementation of Resolution 98. Specifically, it stipulates the criteria, standards, and quotas for the number of officials, civil servants, and non-specialized personnel at the ward, commune, and town levels within the city.
Regulations concerning titles, number, and certain regimes and policies for part-time personnel at the commune, neighborhood, and hamlet levels; those directly involved in activities at the neighborhood and hamlet levels; and the allocated operating budget for socio-political organizations at the commune level, and the operating budget for neighborhoods and hamlets within the city.

“The adoption of these resolutions is both in accordance with regulations and creates a legal framework as a basis for communes, neighborhoods, and hamlets to implement; for social organizations in neighborhoods and hamlets to maintain activities and build a core force of the grassroots political system in line with the socio-economic development situation and conditions of the City,” Ms. Nguyen Thi Le emphasized.
The City People's Council also passed resolutions that play an important role in the socio-economic development and national defense and security of the City, such as the list of projects to change the land use purpose of rice cultivation for implementation; and the list of projects to reclaim land for socio-economic development for national and public benefit.
“This is an important issue that the public and people of the city are concerned about. The approval of the list aims to ensure compliance with the Land Law and also provides a legal basis for implementing the next steps in land management. From there, we can maximize the economic value of land, ensure the progress of investment and project implementation, and meet the socio-economic development needs of 2024 and beyond,” Ms. Le assessed.

In addition, the City People's Council also passed resolutions in the fields of legislation and economy - budget. This will accelerate the implementation of key and urgent projects; improve the landscape of the city center, create urban aesthetics, ensure traffic safety; and contribute to enhancing digital transformation and the efficiency of traffic management in the city, laying the groundwork for building a smart city.
Notably, at this session, the City People's Council carried out the dismissal of City People's Council representatives and City People's Committee members, and elected a Vice Chairman of the Ho Chi Minh City People's Council.
Accordingly, Mr. Huynh Thanh Nhan, Director of the Department of Internal Affairs of Ho Chi Minh City, was elected as Vice Chairman of the City People's Council.

Also at the meeting, the Ho Chi Minh City People's Council elected Ms. Pham Khanh Phong Lan, Director of the City's Food Safety Department, as a member of the Ho Chi Minh City People's Committee for the 2021-2026 term.
The delegates also unanimously voted to relieve Ms. Tô Thị Bích Châu of her duties as a member of the Ho Chi Minh City People's Council, 10th term.
Previously, Ms. To Thi Bich Chau was assigned to participate in the Party Committee of the Vietnam Fatherland Front. At the 9th Conference of the Central Committee of the Vietnam Fatherland Front, 9th term, Ms. To Thi Bich Chau was elected by consensus to the position of Vice Chairperson of the Central Committee of the Vietnam Fatherland Front.
At the same time, the delegates dismissed Ms. Tran Hai Yen, Deputy Head of the Culture and Social Affairs Committee of the Ho Chi Minh City People's Council, from her position as a delegate of the 10th term. Ms. Tran Hai Yen has been transferred and appointed by the Ho Chi Minh City Party Committee to participate in the Executive Committee and Standing Committee of the District Party Committee, holding the position of Permanent Deputy Secretary of the District Party Committee of District 11, for the term 2020-2025.
