
Quang Nam Province National Assembly Delegate Duong Van Phuoc informed voters about the content of the recent 7th Extraordinary Session (15th National Assembly) and the planned program for the upcoming 7th Session; and information on the socio-economic development situation in the country and the province in recent times.

Presenting his views to National Assembly representatives, voter Ho Van Than from Tam Thai commune stated that thousands of people and volunteer youth contributed their efforts to the construction of the Phu Ninh large-scale irrigation project. However, to date, there has been no support for these individuals. Most people are hoping that the government will provide them with health insurance cards so they can receive medical treatment.
Voter Vo Thi Tu from Tam Thai commune stated that her family, being children of fallen soldiers, had a dilapidated house but were not included in the list of those eligible for support. The reason given was that the house was in a condition of "two solid" or higher. This is very unfair, and she hopes that the authorities will pay attention and consider resolving this issue.

According to the Quang Nam National Assembly delegation, 17 opinions were raised by voters at the meeting. The voters' suggestions mostly concerned policies for people with meritorious service, administrative reform, land issues, and some issues related to attracting investment, the environment, tutoring, traffic safety, etc.
Mr. Huynh Xuan Chinh - Chairman of Phu Ninh District People's Committee said that the support for house repairs for meritorious people, poor and near-poor households according to Resolution 13 of the Provincial People's Council is being actively implemented by the district. Currently, the commune level has completed the list, Phu Ninh District People's Committee is conducting inspection and review.
In reality, during the implementation process, difficulties have arisen as suggested by voters. According to Government Decree 131 on preferential treatment for meritorious individuals or Resolution 15/2021 on support for meritorious individuals, dilapidated houses are eligible for support. Currently, according to the Department of Construction's guidance on implementing Resolution 13, houses with at least two solid structures (e.g., houses with solid foundations) are not eligible for support. Only houses that do not meet the two solid structure requirements qualify. The district is currently considering people's opinions and will make recommendations to higher authorities.

Regarding the policy of supporting martyrs' graves outside cemeteries managed by families, the People's Committee of Phu Ninh district has balanced the budget and supported 60 graves. The district is striving to support all remaining cases by the end of 2024.
Regarding administrative procedures related to the merger of commune-level administrative boundaries (in the case of Tam Vinh commune and Phu Thinh town), the district will send officials to the residential areas to assist residents in the conversion process in stages, free of charge. For documents that have not yet been converted, residents can still proceed with other procedures as usual until their documents expire.

Responding to voters' petitions regarding policies and benefits for those involved in the construction of Phu Ninh Reservoir, Vice Chairman of the National Assembly Nguyen Duc Hai said that he had taken note of the issue in previous meetings and had made numerous recommendations to the National Assembly. However, Quang Nam province is not alone; there are many volunteer youth forces nationwide after 1975. After analyzing the possibilities, the state is focusing on resolving policies and benefits for those who served before 1975. Regarding the province, if it is within its capacity to resolve the issue, it should pay attention to, consider, and provide support.
