Contractors who fail to address damage promptly will not only face penalties or contract termination but will also be held legally liable.
The Vietnam Road Administration has just requested the Road Management Zones; the Departments of Transport managing national highways; the Vietnam Expressway Investment and Development Corporation (VEC); and investors and BOT project enterprises to strengthen the work of addressing damage and ensuring safety on the national highway system.
The milling and recycling technology is being applied by the Vietnam Road Administration in highway repairs.
Specifically, the units are required to promptly repair damaged road surfaces such as potholes, subsidence, cracks, and severe rutting that affect traffic on the route; and to repair and supplement traffic safety systems such as road markings, signs, traffic cones, and drainage systems.
If any damage occurs that affects traffic, timely repair solutions must be implemented. If the damage cannot be repaired immediately, temporary measures must be taken to ensure traffic flow, such as barricades, warning signs, or temporary prohibition signs.
For minor damages falling within the scope of routine maintenance, the Vietnam Road Administration requires Road Management Zones and Departments of Transport to direct contractors to immediately address the issues, with the deadline for each task complying with the contract regulations.
Contractors who fail to address issues promptly, in addition to penalties or contract termination, will also be held legally responsible if traffic accidents occur due to negligence related to road maintenance.
In addition, to thoroughly address existing problems and damage to road transport infrastructure, the Department of Roads also requires units to proactively propose projects to upgrade and renovate sections of national highways or highways using public investment funds to ensure traffic safety.
According to Mr. Le Hong Diep, Head of the Traffic Management Department of the Vietnam Road Administration, road maintenance still faces shortcomings such as uneven scale and quality of national highways; many national highways are of good quality, but the quality of management and maintenance still has limitations.
The Vietnam Road Administration has issued Resolution 06/2022 on strengthening measures to ensure the quality of road management and maintenance, with many tasks and solutions to overcome existing shortcomings and limitations.
Accordingly, the Vietnam Road Administration will revise and supplement legal documents; innovate inspection, management, maintenance, project management, and selection of consultants for project planning and design of road repair projects; and strengthen management and inspection of bridge projects.
Simultaneously, leverage the potential and advantages of capable and experienced maintenance contractors in managing and regularly maintaining road infrastructure, and reward and penalize violations of management and maintenance quality.
Sharing further information, Mr. Le Hong Diep said that the Vietnam Road Administration will continue to propose gradually increasing the total capital allocated for the management and maintenance of national highways; supplementing capital to maintain the operation of software and information technology systems serving the planning, implementation, monitoring, and prediction of deterioration; and serving periodic inspections and safety assessments of the structures.
