Emulation cluster No. 2 of the Party Building Organization sector summarizes emulation and reward work in 2023

Comrade To Van Tu, Member of the Standing Committee of the Provincial Party Committee, Head of the Organization Department of Ninh Binh Province, and Head of Emulation Cluster No. 2, and the Deputy Heads of Emulation Cluster No. 2: Nguyen Quoc Khanh, Member of the Standing Committee of the Provincial Party Committee, Head of the Organization Department of Lang Son Province; and Vo Hong Hai, Member of the Standing Committee of the Provincial Party Committee, Head of the Organization Department of Ha Tinh Province, co-chaired the conference.

Also attending were representatives from several departments of the Central Organizing Committee; and leaders of the Organizing Committees of the provincial and city Party Committees belonging to Emulation Cluster No. 2.

In his welcoming remarks, Comrade Doan Minh Huan, Member of the Central Committee of the Party and Secretary of the Ninh Binh Provincial Party Committee, provided a brief overview of some outstanding achievements in the socio -economic development of Ninh Binh province.

Cluster No. 2 of the Party Organization and Construction sector summarizes its emulation and reward work for 2023. — Comrade Doan Minh Huan, Secretary of the Ninh Binh Provincial Party Committee, delivered a speech at the conference.

The statement affirms that: After 30 years since the re-establishment of the province, Ninh Binh has built a harmonious economic structure, shifting from "brown" to "green," prioritizing the development of clean industries, with automobile manufacturing and supporting industries as the center, focusing on developing tourism as a key economic sector, striving to become a leading tourism center of the nation and of international stature.

That overall achievement is due to the active contributions of the staff of the Party Organization and Construction sector of the province, in which emulation and reward work plays an important role.

The Provincial Party Secretary stated: Along with the development of localities in Emulation Cluster No. 2, in the coming time, the Ninh Binh Provincial Party Committee will continue to focus on leading and directing the completion of the goals set forth in the Resolutions of the Party Congresses at all levels. In 2024, the Party Organization and Construction sector will focus on advising and implementing the preparation for the Party Congresses at all levels for the 2025-2030 term, leading up to the 14th National Party Congress; and continue to promote the comprehensive and effective implementation of directives, resolutions, and conclusions of the Central Committee, the Politburo, and the Secretariat.

The Secretary of the Ninh Binh Provincial Party Committee expressed confidence that, with its increasingly strong socio-economic development and its very important position in politics, economics, culture, and tourism, Ninh Binh province, as well as other provinces and cities in the Group 2 of the Emulation Cluster, has been, is, and will continue to hold an important position and role in the development process of the whole country. The organization of the 2023 emulation work summary conference of the Emulation Cluster is a crucial condition and foundation for strengthening the solidarity and close ties between the provinces and cities, enabling them to continue developing strongly in the coming years.

According to the assessment of Emulation Cluster No. 2: In 2023, with the efforts and concerted work of all cadres and civil servants, the entire Party Organization and Construction sector, including Emulation Cluster No. 2, completed a large volume of work, with new content and creative approaches, and with increasingly improved quality.

Notably, they have proactively researched and advised on numerous leadership, guidance, and instruction documents from the Central Committee, focusing on Resolution No. 4 of the 13th Central Committee, and new directives on organizational structure, staffing, personnel work, party organization, party members, etc., ensuring suitability to the practical situation, creating synchronicity and uniformity in implementation, and achieving high efficiency.

Many new and challenging issues in personnel work have been continuously researched and proposed by units within the Cluster to the Central Organization Committee for review and amendment, ensuring compliance with the regulations and guidelines of the Politburo and the Secretariat, thereby contributing to the gradual improvement of the institutional framework for personnel work.

In 2023, the units within the Cluster carried out the deployment, appointment, rotation, designation, concurrence of appointment, and nomination of candidates for 753 cadres under the management of the Provincial and City Party Standing Committees and cadres from central agencies located in the provinces and cities; and advised on sending over 1,450 cadres to participate in training and refresher courses.

Party membership development continues to receive attention from units, with a focus on developing members from ethnic minorities, religious groups, students, workers, business owners, etc.

By November 2023, the units in the cluster had admitted over 31,000 new party members, a 13.7% increase compared to 2022; established 73 party organizations, and admitted 48 business owners from non-state-owned enterprises as party members. Internal political security work; propaganda work on Party building regarding organizations and exemplary advanced models; and advising on the implementation of the "Golden Hammer and Sickle Award"... continued to be prioritized.

Local authorities have shown interest in, encouraged, and created favorable conditions for officials and civil servants to develop initiatives, improve working methods, and enhance the quality and efficiency of their work; promptly identifying and rewarding outstanding collectives, individuals, and exemplary models with excellent achievements in performing professional duties and participating in emulation movements, contributing to motivating all officials and civil servants in the Party Organization and Construction sector to actively strive to excellently fulfill their assigned tasks, contributing to the successful implementation of the Resolutions of the Party Congresses of provinces and cities for the 2020-2025 term.

At the conference, delegates exchanged and discussed the achievements of Emulation Cluster No. 2 in the past period; the difficulties and shortcomings, and shared practical experiences and lessons in Party building and organization.

The conference also reviewed and honored outstanding units recommended for commendation by the Central Organizing Committee in 2023; honored the Cluster Leader and Deputy Cluster Leader for the 2024 emulation cluster; and launched the emulation campaign and approved the content of the emulation agreement for 2024.

Accordingly, Emulation Cluster No. 2 unanimously proposed that the Central Organizing Committee award an emulation flag to the Ninh Binh Provincial Party Committee's Organizing Committee and commendation certificates to 5 collectives and 13 individuals who had achieved outstanding results in the emulation movement in 2023;

The Lang Son Provincial Party Committee's Organization Department was honored as the Cluster Leader; the Thanh Hoa Provincial Party Committee's Organization Department and the Bac Ninh Provincial Party Committee's Organization Department were honored as the Deputy Cluster Leaders of Emulation Cluster No. 2 in 2024.

The conference also launched a competition and signed a competition agreement between the units for the year 2024.

In his concluding remarks at the conference, Comrade To Van Tu, Head of the Ninh Binh Provincial Party Committee's Organization Department and Head of Emulation Cluster No. 2, affirmed that after a period of serious and responsible work, the conference had completed the planned agenda.

Based on the opinions discussed by delegates at the conference, the comrade also proposed several contents and recommendations for the Central Organizing Committee to direct and guide on organizational structure, staffing, job position schemes, working regulations of district and grassroots Party committees, and Party member database software… for localities to implement in the coming time.

Noting that 2024 is a particularly important year for achieving the goals of the Resolution of the Provincial/City Party Congress for the 2020-2025 term, the Head of Emulation Cluster No. 2 in 2023 also requested that units within the Cluster, building on the achievements already made, with the motto "Unity, democracy, discipline, exemplary conduct, creativity," resolutely maintain the tradition of unity and cohesion, closely follow the guidance of the Central Organization Committee, the Provincial/City Party Committee, the Standing Committee, and the Party Committee's Standing Board, focusing on advising and effectively implementing the Resolutions and conclusions of the Central Committee, especially the preparation for the Party Congresses at all levels for the 2025-2030 term…
