Da Nang aims to cover urban and rural planning

Da Nang City has completed the connection of the approved master plans of the two localities before the merger and is aiming to cover urban and rural planning, as a basis for planning development space, creating a legal basis for investment management, and promoting socio-economic development.

Connecting the master plans

According to the Department of Construction, the city has completed the construction of a map connecting the approved general planning of the former Da Nang city and the former Quang Nam province to the administrative boundaries of the new Da Nang city, with a total area of ​​over 11,859 km2, comprising 94 administrative units and a projected population of 3.6 million people by 2030.

The dossiers for district-level construction planning, urban zoning plans, functional zone zoning plans, and general construction plans for communes in the former Quang Nam province, and the dossiers for general city planning, urban zoning plans, functional zone zoning plans, and general construction plans for communes in the former Da Nang city, have been compiled into complete data. The Department has also compiled data from approved specialized infrastructure planning dossiers and projects...

In addition, communes that already have approved (old) commune master plans should coordinate and re-establish a synchronized overall orientation; and rationally arrange functional areas after the merger of (old) communes.

According to Mr. Le Duc Yen, Head of the Planning, Architecture and Urban Development Department (Department of Construction), the city has completed the integration of approved urban and rural planning, also known as general planning, such as: the old Da Nang City General Planning, the regional planning of 12 districts (old), and the general planning of towns (old)...

These urban and rural planning schemes, which have not yet expired, remain in effect and are implemented as a transitional basis for organizing the preparation of lower-level planning (including detailed plans) and investment projects as usual, in order to ensure they serve socio-economic development.

The Department of Construction has guided units and localities on the process of implementing planning activities, including the authority to organize the preparation, appraisal, and approval of urban and rural plans, as well as the transitional implementation contents in the period after the reorganization of administrative units for general plans, master plans, etc.

Improving urban and rural planning.

Da Nang is a centrally-governed city, therefore it is entitled to have a city-wide master plan. After the merger, the creation of a master plan for a Type I urban area, encompassing both the former Da Nang city and the new urban space, is an urgent requirement.

The master plans of type II urban areas (the master plans of Hoi An city (old) and Tam Ky city (old) have been approved) will continue to be effective until the end of the planning validity period as prescribed. The master plans of type III and type IV urban areas (the master plans of Dien Ban town (old) and Nui Thanh urban area (old) have been approved) will continue to be managed and implemented according to the Law on Urban and Rural Planning. Similarly, the master plans of type V urban areas will continue to be managed and implemented according to the approved urban plans.

However, upon review, it was found that some general plans for existing and new urban areas were missing, as well as some sub-area plans and general plans for communes after administrative unit reorganization. The City People's Committee has directed the creation of these plans to complete and cover all urban and rural planning areas.

Mr. Le Duc Yen stated that the city has directed the implementation of one general planning document for Da Nang city; five documents for underground space planning and specialized planning for technical infrastructure at the city level under the central government. In addition, there are 20 general planning documents for urban areas of types III, IV, and V; 54 general planning documents for communes; six urban sub-area planning documents; and various functional sub-area planning documents...

“The new commune master plan inherits the (old) town master plan, and if necessary, it will supplement and adjust the content of this (old) town master plan. When the new commune master plan is approved, the (old) town master plan will cease to be valid,” said Mr. Le Duc Yen.

For urban master plans of types III, IV, and V, the People's Committees of the four wards of Dien Ban, Dien Ban Dong, An Thang, and Dien Ban Bac are responsible for preparing four existing urban master plan dossiers. The People's Committees of the sixteen communes of Hoa Tien, Hoa Vang, Ba Na, Nui Thanh, Tam Anh, Tam Xuan, Duc Phu, Tam My, Nam Phuoc, Duy Nghia, Thang Binh, Thang An, Thang Truong, Thang Dien, Thang Phu, and Dien Ban Tay are responsible for preparing sixteen new urban master plan dossiers. The Department of Construction will appraise and the City People's Committee will approve these 20 planning dossiers.

During the process of researching and proposing city planning (socio-economic planning) and city master planning (urban planning), if there is a development orientation for the wards to become Type I or II urban areas, as well as a spatial development orientation for the 16 communes mentioned above, the Department of Construction will coordinate with the localities to propose appropriate implementation solutions to the City People's Committee.

Regarding the implementation of Type II urban planning, the People's Committees of the three wards of Hoi An, Hoi An Dong, and Hoi An Tay are responsible for preparing, appraising, and approving three urban sub-area plans. The City People's Committee has assigned the Quang Nam Investment and Construction Management Board to organize the preparation of one sub-area plan (in Ban Thach and Quang Phu wards).

For urban areas formed by the merger of communes into wards, the People's Committees of Hoa Xuan and Hai Van wards are responsible for preparing two urban zoning plans. The Department of Construction will appraise these plans, and the City People's Committee will approve three of them.

According to Nguyen Ha Nam, Director of the Department of Construction, the City People's Committee has just approved the plan for implementing urban and rural planning in the city. The plan clearly defines each level and type of planning document; the authority for planning, appraisal, and approval; and the specific implementation schedule. During the planning document preparation process, if any difficulties or obstacles arise, the Department of Construction will provide specific guidance to relevant units and localities to ensure the progress and quality of the planning projects.
