* On the morning of June 14, at Trung Son ward (Tam Diep city), comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, and members of the delegation of the Provincial People's Council and Tam Diep city People's Council had a meeting with voters of Trung Son ward and Yen Binh ward.
At the meeting, representatives of the Provincial People's Council delegation and the City People's Council delegation announced the expected time and agenda of the mid-year regular session of the 15th Provincial People's Council and the 10th City People's Council in 2024; presented a summary report on the implementation of the socio -economic development plan for the first six months of the year, and the key directions and tasks for the last six months of 2024 for the province and the city; and reported on the results of addressing the opinions and recommendations of voters before the 17th session of the 15th Provincial People's Council.
In a democratic and open spirit, voters in the wards reflected on and made recommendations to the provincial and city People's Council representatives regarding a number of issues arising in practice and of public concern that need to be considered and resolved by relevant levels and sectors.
Accordingly, voters requested that all levels and sectors pay attention to granting land use right certificates to farming households after land consolidation; requested the City People's Committee to clarify the granting of land use right certificates to Dau temple and Quan Chao temple. Requested to pay attention to investing funds to upgrade Dong Giao market; speed up the construction progress of a number of projects that have been approved for investment in 2024 such as: upgrading Bach Dang street, Admiral Long street; a number of construction items at Le Hong Phong Kindergarten, Primary and Secondary Schools; asphalt paving of a number of city roads. Pay attention to handling environmental issues and traffic law violations.
In addition, voters suggested strengthening state management in the preservation and promotion of heritage values, including some recommendations related to the management of the Dau Temple and Quan Chao Temple relics.
At the meeting, leaders of Tam Diep city and specialized agencies of the city received and clarified a number of issues under their authority.
Speaking at the meeting with voters, Vice Chairman of the Provincial People's Committee Tran Song Tung respectfully thanked the voters for their heartfelt, frank, responsible, and constructive opinions. Briefly informing the voters about the province's socio-economic situation in the first six months of the year, he affirmed that, despite the general difficulties facing the country, with the close leadership and guidance of the Party committees and government at all levels, and the unity and responsibility of the entire population, Ninh Binh has achieved many very proud results: Average per capita income reached 5.33 million VND/person/month, ranking 11th nationwide; the province has balanced its budget and contributed to the central budget; tourism has developed, creating many jobs for the people; and political security and social order and safety have been ensured.
Based on the voters' recommendations, he requested the leaders of Tam Diep city to focus on directing the implementation of good management, conservation and promotion of the value of heritages in the area, including resolving voters' recommendations related to the management of Dau temple and Quan Chao temple. With a sense of responsibility, he also discussed and clarified issues raised by voters such as: the issuance of land use right certificates, allowances related to the Association of the Elderly, etc.
* On the morning of June 14th, Delegation No. 11 of the Provincial People's Council and Delegation No. 3 of the Yen Khanh District People's Council held a meeting with voters in Yen Ninh town. Attending the meeting was Comrade Do Viet Anh, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Mass Mobilization Department.
At the meeting, voters reflected and made recommendations to the delegates on a number of issues arising in practice and of public concern. Accordingly, voters requested the Provincial People's Council to pay attention to early implementation of the project to solidify the canal combined with the rescue and relief road in the southwest of Yen Ninh Town so that people can work and produce with peace of mind and have convenient travel.
Regarding the issue of building Yen Ninh town to meet the standards of "Civilized Urban Area", voters reflected that the residential groups are currently focusing on building and completing the criteria to meet the standards of the "Civilized Urban Residential Area" model, but are facing difficulties due to lack of funding. Therefore, voters hope that the Provincial People's Council will pay attention and create favorable conditions for Yen Ninh town in terms of mechanisms and policies like the communes building new rural areas.
Voters requested that the District People's Committee pay attention to accelerating the construction progress of the Quyet Thang Road Project; and focus on speeding up the construction of the remaining items of Kim Dong Primary School such as: restoring the internal roads, sidewalks, electricity, and water supply that have not yet been implemented. Voters also requested that the District People's Committee survey and replace old, dilapidated power poles and low-hanging power lines that do not ensure urban aesthetics, traffic safety, and fire hazards due to short circuits; and address some shortcomings related to the issuance of land use right certificates, notarization of birth certificates, and policies and regulations for people with meritorious services...
During the meeting, the leaders of the Yen Khanh District People's Committee and relevant departments of the district listened to, explained, and clarified a number of issues of concern and requests from voters within their jurisdiction.
Speaking at the conference, Comrade Do Viet Anh, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Mass Mobilization Department, thanked the voters of Yen Ninh town for their legitimate opinions and suggestions. In addition to the five opinions raised at the meeting, he requested that the Provincial People's Council delegation and the District People's Council delegation continue to listen to and receive voters' opinions through various means, including written submissions or direct meetings with voters; and to promptly address the issues of concern to the voters.
He also discussed and clarified a number of issues that voters had opinions and recommendations on at the meeting, including: traffic; irrigation; civilized urban construction; site clearance; administrative procedure settlement; gratitude and social security; reading culture issues...
The Head of the Provincial Party Committee's Mass Mobilization Department affirmed that Delegation Group No. 11 of the Provincial People's Council and Delegation Group No. 3 of the District People's Council will fully and accurately receive the opinions and recommendations of voters and report them to the Provincial People's Council and District People's Council for consideration at the next session.
* On the morning of June 14th, the delegation of provincial People's Council representatives running in electoral unit No. 12, Yen Khanh district, and the delegation of district People's Council representatives met with voters in Khanh Trung, Khanh Thanh, and Khanh Cong communes.
During the meeting, voters in Khanh Trung commune expressed their joy at the achievements of the province and district in socio-economic development in recent times, and requested that the competent authorities soon pay attention to and create conditions for licensing the operation of river ferry terminals to ensure trade between Ninh Binh and Nam Dinh provinces. They also requested that the provincial People's Council representatives propose that the competent authorities study the possibility of opening more local roads to serve agricultural production and the transportation needs of the people, running parallel to the highway from Road 481C to the end of Hamlet 3, Khanh Trung commune; and dredging the river system in Khanh Trung commune to the Khanh Cong pumping station.
Voters have reported that in many villages of Khanh Trung commune, residents are erecting poles and strung wires across rivers and roads, causing unsightly damage and safety hazards, including the risk of fires, explosions, and electrical short circuits during the rainy season. They request that the Electricity sector consider supplementing the system of poles and power lines to residential areas within previously auctioned land use rights projects to meet the electricity needs of the people; relocate and replace some old power poles; that the Telecommunications sector consolidate network cables and improve the landscape; and that penalties be imposed on vehicles that spill materials on roads.
Voters in Khanh Thanh commune requested the allocation of funds to upgrade and renovate Route 481C from Cau Dam, Khanh Cuong commune to Do Muoi, Khanh Thanh commune, and the dike rescue road from Khanh Thanh market to Tien Hoang sluice gate; and policies to support the construction of infrastructure for organic agricultural production areas and medicinal plant growing areas.
Voters in Khanh Cong commune requested financial support for building riverbank embankments, upgrading some deteriorated roads, and thoroughly removing old, replaced power poles to ensure aesthetics and safety.
During the meeting, representatives of the Provincial People's Council delegation received feedback and suggestions from voters and clarified some issues of concern to them. They also affirmed that the delegation would compile the voters' opinions and suggestions and submit them to the relevant authorities for consideration and resolution as soon as possible.
* On the morning of June 14th, the delegation of the Provincial People's Council and the delegation of the Hoa Lu District People's Council held a meeting with voters in Thach Tac hamlet, Ninh My commune (Hoa Lu district). Comrade Bui Mai Hoa, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Propaganda Department, attended the meeting.
During the meeting, voters in Thach Tac hamlet reflected: In 2023, following the directives of the District Party Committee, the District People's Council, and the District People's Committee on land clearance for the Dong Oi residential area infrastructure construction project, over the past year, the Party Committee, the government, and the departments and agencies of Ninh My commune in general and Thach Tac hamlet in particular have focused on disseminating information and mobilizing households to comply with the compensation and land clearance plan to hand over the land for the project.
To date, 223 out of 230 households have agreed to receive compensation for land clearance. However, 7 households have not yet agreed to the land clearance plan, despite repeated efforts by various levels of government, from district and commune to village, to persuade them. Therefore, voters request that the relevant authorities at the provincial, district, and commune levels promptly resolve the compensation and benefits for those households that have agreed to the plan, ensuring they have access to state policies as stipulated; and for those households that have not yet agreed, a solution should be found to expedite the land clearance process for the project.
Voters requested that the province and district provide financial support for the construction and upgrading of schools in the commune. They also requested the upgrading of the road from the Phong Hoa residential area entrance gate to the Binh Khang pumping station to meet the needs of local residents and socio-economic development; and solutions to address the blockage of the Do Thien canal and several other canals in Ninh My commune, which are causing environmental pollution. Furthermore, they requested that the district and commune clear some sections of road currently being occupied, hindering people's travel…
Speaking at the meeting with voters, the representative of the Provincial People's Council delegation thanked the voters of Thach Tac hamlet for their legitimate opinions and recommendations. At the same time, he pointed out that most of the opinions and recommendations of the voters of Thach Tac hamlet were under the jurisdiction of Hoa Lu district and Ninh My commune. The delegation of the Provincial People's Council and the District People's Council accepted and requested the District People's Committee, the Party Committee and the People's Committee of Ninh My commune to soon have a solution to meet the voters' legitimate aspirations.
* On the morning of June 14, the delegation of the Provincial People's Council Unit No. 9 and the delegation of the Yen Mo District People's Council had a meeting with voters of Yen Phong, Yen My and Yen Hung communes. Comrade Nguyen Cao Son, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee attended the meeting.
During the meeting, voters from Yen Phong, Yen My, and Yen Hung communes expressed their joy and enthusiasm for the socio-economic achievements of the province and district in the past period; they highly agreed with the proposed content and program of the mid-year regular session of the Provincial People's Council and the District People's Council; and at the same time, they made suggestions and proposals on a number of issues of concern to the voters.
Voters of Yen Phong commune requested the province and district to consider investing in the construction of a drainage system on the 480B road section from Thuong Trai hamlet to Thi hamlet; and to deal with the damage to the drainage system on the right side of the 480E road section from Yen Phong commune People's Committee to Yen Tu commune. The People's Council and People's Committee of the district directed the contractor to urgently construct the route from 480B road to Hoang Kim pagoda, and relocate some electric poles that obstruct traffic.
Voters of Yen My commune proposed that the Provincial and District People's Council delegates continue to pay attention to the locality in building an advanced new rural commune; pay attention to supporting the embankment of the canal from the dragon eye culvert in hamlet 5B to the welcome gate in hamlet 10; and upgrade the 26/3 Siphon canal.
Voters of Yen Hung commune requested the district to urge contractors to complete the dike and ditches of the project to upgrade the right dike of Ghenh river from Do hamlet to Ba Thuong bridge to ensure traffic, prevent floods during the rainy and stormy season and serve agricultural production; complete the construction items of Yen Hung Primary and Secondary School. In addition, voters also requested to relocate and replace some electric poles to ensure safety.
Responding to the opinions and suggestions of the voters, the leaders of Yen Mo district discussed and provided specific explanations on the issues within their authority that the voters had raised.
On behalf of the Provincial People's Council delegation, Vice Chairman of the Provincial People's Committee Nguyen Cao Son thanked the voters of Yen Phong, Yen My, and Yen Hung communes for their heartfelt and legitimate opinions and suggestions. He also discussed several issues raised by the voters, especially in the areas of transportation and irrigation. Accordingly, immediately after receiving the opinions, he instructed the Department of Transportation and relevant agencies to conduct surveys and promptly report on plans and schedules for repair and upgrading to ensure safety for the people and to effectively serve the socio-economic development goals of the locality.
The Vice Chairman of the Provincial People's Committee also quickly informed voters about some basic goals in the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050. To successfully implement these goals, he hoped that in the coming time, voters of the 3 communes, together with officials and people of Yen Mo district, would continue to promote the spirit of solidarity, responsibility, creativity, participate in and support the viewpoints, policies and development orientations of the province, first of all, actively participate in site clearance to serve the province's major traffic projects, strive and unite to overcome all difficulties, and bring the local socio-economic development further.
* On the morning of June 14, at the Cultural House of Van Hai commune, the delegation of the Provincial People's Council Unit No. 14 and the delegation of the Kim Son District People's Council had a meeting with voters of the communes: Dinh Hoa, Van Hai, Kim Tan.
During the meeting, voters expressed their satisfaction with the socio-economic development achievements of the province and district in the first six months of the year; they also highly appreciated the activities of the Provincial People's Council and the District People's Council in the past period, contributing to the timely resolution of the legitimate aspirations of voters and the people.
In a democratic and frank spirit, voters reflected on and proposed several practical issues. Regarding transportation and irrigation, voters requested that the province and district continue to pay attention to and urge the construction unit to install and complete the guardrail system on Highway 12B section through Van Hai commune; repair and upgrade the road section between Tay Hai and Hoanh Truc hamlets, build a new bridge connecting National Highway 12B to Trung Chinh hamlet (Van Hai commune); dredge the Phat Diem pumping station and Con Thoi pumping station...
Regarding electricity and clean water, voters requested that all levels of government facilitate the transfer of the Kim Tan Power Cooperative's electricity grid to Kim Son Power Company for management, ensuring a stable electricity supply for the people; and ensuring a stable supply of clean water in Kim Tan commune.
Regarding environmental sanitation, voters of Van Hai commune requested the district to take measures to handle cases of vehicles carrying household waste and construction materials that are not carefully covered, causing dust and smoke, environmental pollution, affecting people's lives and posing traffic safety risks.
Regarding policies and regulations, voters requested that competent authorities allocate budgets appropriately and in line with the actual implementation of local defense and military tasks; and pay attention to providing allowances for Deputy Secretaries of village Party branches.
After listening to the voters' opinions, the leaders of the Kim Son District People's Committee acknowledged, explained, and clarified some issues of concern and recommendations within their authority. Opinions falling under the authority of the provincial level will be compiled and studied by the Provincial People's Council delegation for submission to the Provincial People's Council for consideration and resolution at the next session.
*On the morning of June 14th, in Hoi Ninh commune, the delegation of the Provincial People's Council from electoral unit No. 13 and the delegation of the Kim Son District People's Council held a meeting with voters from Hoi Ninh, Chat Binh, and Xuan Chinh communes (Kim Son district) before the mid-year regular session of the People's Council in 2024.
At the meeting, voters of Xuan Chinh commune requested the province and district to have a plan to survey and invest in building a bridge connecting DT481 road to Nam Song An road, which has seriously degraded, to serve the travel and agricultural production needs of the people.
Voters of Chat Binh commune requested the province and district to pay attention to investing in upgrading the inter-commune road from Chat Binh market bridge to Hoi Ninh commune; to pay attention to investing in solidifying the canal system; to soon issue land use right certificates for the encroached areas to households in hamlet 4 bordering Khanh Thuy commune (Yen Khanh) so that people can feel secure in production; to invest in upgrading and repairing Kim Binh martyrs' cemetery, currently the monument and some items have degraded; to request the Provincial Irrigation Works Exploitation Company Limited to pay attention to embanking the canal section from Nam Song An crossroad to Chat Thanh pumping station to prevent erosion and landslides, while serving agricultural production and drainage during floods; to speed up the investment progress in building the Industrial Cluster in Chat Binh commune; to clear the flow of An river section from hamlet 10 to Xuan Chinh commune; to request Kim Son District Electricity to move some electric poles in hamlets 1 and 2 that are encroaching on the road, causing danger to people and vehicles.
Voters in Hoi Ninh commune requested that the district pay attention to and expedite the construction of the Hoi Thuan bridge across the An River in Hamlet 10 to facilitate transportation, production, and rescue operations in the locality; upgrade and repair the road section through Hamlet 3, which is now severely degraded, to contribute to the completion of the advanced new rural development criteria; and request that relevant authorities consider handling the fraudulent activities through multi-level marketing schemes.
During the meeting, the opinions and suggestions of voters were received, discussed, explained, and clarified by representatives of the Provincial and District People's Councils. These opinions and suggestions were compiled and forwarded to relevant levels and sectors for consideration and resolution.
* On the morning of June 14th, the delegation of the 15th term of the Provincial People's Council and the delegation of the 20th term of the Gia Vien District People's Council held a meeting with voters in Gia Thang, Gia Tien, and Gia Trung communes (Gia Vien district) before the mid-year regular session of 2024.
In a democratic and open atmosphere, voters reflected on and suggested a number of issues arising from daily life, requesting that provincial and district People's Council representatives consider and resolve them.
Voters of Gia Thang commune proposed that after the commune merger, the State should have a support policy for commune-level officials, civil servants and non-professional workers at commune level, in villages and hamlets who do not meet the conditions under Decree 33 of the Government; increase the subsidy level for families of martyrs. Voters proposed to invest in building more inter-commune roads Gia Thang - Gia Phuong, the road behind Saint Nguyen Temple to serve people's lives and tourism.
Voters of Gia Tien commune reported the deterioration and lack of some items of the Primary School, Health Station, and the commune wholesale market, requesting superiors to support funding to repair and upgrade the infrastructure of these works. Voters requested all levels and sectors to support funding to complete the commune's Martyrs Memorial, invest in building the Thuan Phong village cultural house; repair and renovate Loi Ha canal, dredge and clear the irrigation canal from the wholesale market to Tien Yet pumping station.
Propose that the District People's Committee direct specialized sectors to continue to pay more attention to agricultural production, have plans to transfer science and technology to people, invest in high-yield crop and livestock varieties so that people can feel secure in raising and producing livestock.
Voters in Gia Trung commune requested the District People's Committee to petition the competent authorities to pay attention to repairing the irrigation canals in the area from Chan Hung pumping station to Lai intersection, Hoang Long village; and to consider increasing the area of land that can be converted from garden land and pond land to residential land to meet the needs of the people.
Voters' opinions and recommendations were received, explained and synthesized by representatives of the Provincial and District People's Council Delegation and sent to relevant levels and sectors for resolution.
