In this context, the development of science and technology, innovation, and national digital transformation are identified as top priority breakthroughs, serving as the main driving force for the rapid development of modern productive forces, the improvement of production relations, the renewal of national governance methods, the promotion of socio -economic development, the prevention of backwardness, and the enhancement of the country's position in the international arena.
With the motto "Unity - Discipline - Breakthrough - Innovation - Development" , for the 2025-2030 term, the Party Committee of the Ministry of Science and Technology strives to build a clean and strong Party organization, determined to successfully carry out assigned tasks, contributing to achieving the national development goals by 2030, with a vision to 2045.
Prime Minister Pham Minh Chinh presented the decision to establish the Party Committee of the Ministry of Science and Technology on February 24, 2025.
From March 1, 2025, the Party Committee of the Ministry of Science and Technology was established on the basis of merging the Party Committee of the Ministry of Science and Technology and the Party Committee of the Ministry of Information and Communications. Inheriting and building upon the achievements already made, the Party Committee of the Ministry of Science and Technology for the 2020-2025 term has clearly demonstrated its role as the political nucleus, comprehensively leading all aspects of the Ministry's work. Many resolutions and action programs have been issued, creating breakthroughs in thinking and leadership methods, promoting institutional reform, and expanding new development spaces.
The Party Committee of the Ministry of Science and Technology has closely followed the Party's guidelines and policies, the Resolution of the 13th National Congress, and central documents, leading, directing, and implementing comprehensively and effectively, proactively and decisively carrying out institutional reforms, creating favorable conditions for science and technology, innovation, and digital transformation to be effectively promoted. The Party Committee of the Ministry of Science and Technology has completed 3 targets set out in the 10-year Socio-Economic Development Strategy 2021-2030, specifically: The proportion of the digital economy in GDP is estimated to reach 19-20% in 2025; Vietnam's Global Innovation Index remains stable at 44th out of 193 countries; the contribution of total factor productivity (TFP) is estimated to grow to 46.2% in the 2021-2024 period (an increase compared to the 45.4% in the 2016-2020 period).
The First Congress is an important occasion to summarize and evaluate the results of the leadership during the past term, while simultaneously determining the goals, directions, tasks, and solutions for the 2025-2030 period, affirming the determination to make science, technology, innovation, and digital transformation the main driving force of the country's rapid and sustainable development.
