At the meeting, Major General Luu Sy Quy, Director of the Finance Department of the Ministry of National Defense, reported on the production and business situation and proposed solutions to address and resolve financial difficulties for state-owned enterprises under the management of the Ministry of National Defense.

After hearing the report, the delegates attending the meeting contributed many practical suggestions, focusing on analyzing subjective and objective causes, and finding solutions to overcome difficulties for businesses, especially those related to financial handling plans.

Concluding the meeting, General Phan Van Giang shared his understanding of the difficulties faced by military enterprises in recent times, especially since the emergence and global outbreak of the Covid-19 pandemic; he pointed out existing shortcomings and limitations, and requested that agencies, units, and enterprise leaders focus on rectifying and overcoming them in the coming period.

Lieutenant General Nguyen Van Gau delivered a speech proposing measures to improve the effectiveness of Party organizations in military enterprises.

General Phan Van Giang instructed relevant agencies and units to strengthen supervision, requiring business representatives to regularly review, analyze, and assess the operational and financial situation of their enterprises, develop plans, and be responsible for promptly addressing any outstanding financial issues. Emphasis should be placed on developing strategies, production and business plans, and investment and development plans for each stage, which must be submitted to superiors at all levels for approval.

General Phung Si Tan spoke about several issues related to the use of national defense land by businesses.

The relevant agencies of the Ministry of National Defense are focusing on reviewing the operations of privatized military enterprises, calculating and researching appropriate divestment plans; and decisively directing enterprises to temporarily suspend non-core investments if they are not effective. They are also focusing on implementing measures to collect and recover funds from leasing national defense land for production and business purposes as stipulated, preventing losses and waste of state budget funds.

Lieutenant General Ho Quang Tuan, Director General of the General Department of Defense Industry, delivered a speech at the working session.

General Phan Van Giang requested that leaders of agencies and units in charge direct enterprises to strictly maintain discipline and order in their operations, and to effectively promote the role of Party organizations in inspecting and supervising the activities of enterprises. He also urged continued research into development models for each enterprise that are suitable to its capabilities and registered industries, actively adjusting and reorganizing its structure and personnel towards a lean, efficient, and effective system, and promoting administrative reform to drastically reduce intermediate steps.

Furthermore, it is necessary to strengthen the application of information technology and digital transformation in governance, management, and operation, effectively monitoring production and business activities while reducing labor costs and preventing losses, waste, and corruption. Relevant agencies need to strengthen inspections, audits, supervision, and guidance to ensure businesses operate in compliance with the law and regulations of the Ministry of National Defense; promptly detecting and correcting violations and outstanding issues.

Major General Tran Dinh Thang, Director of the Economic Department of the Ministry of National Defense, spoke to clarify some points at the working session.

General Phan Van Giang instructed relevant agencies and units, according to their functions and duties, to review and evaluate the effectiveness of the supervisory staff in enterprises, and to study appropriate mechanisms to improve the efficiency of this force. Along with this, he emphasized strengthening the activities of the legal departments in enterprises; directing legal departments to proactively coordinate with legal and financial experts to actively advise enterprise leaders on implementing production and business activities, signing investment cooperation agreements, and joint ventures, ensuring compliance with the law. He also stressed the need to enhance legal and business knowledge training for leaders, commanders, and key personnel of enterprises.

Working scene.

Businesses need to focus on their core, cutting-edge, and strong sectors, exercise caution and strict control when forming joint ventures and partnerships, and limit investments outside their core business or field, especially in areas that are not their expertise or where they lack significant advantages. In addition, they should report and propose adjustments to investment capital for projects and works that meet the eligibility criteria set by the State and the Ministry of National Defense.

The Minister of National Defense also instructed the relevant agencies of the Ministry of National Defense to proactively coordinate with central ministries and agencies to find solutions to overcome difficulties and obstacles, and increase charter capital to help enterprises operate smoothly and efficiently.
