Capital "waiting" for disbursement
In 2025, Dak Glong received a total investment capital of 78.7 billion VND from the central government budget. However, to date, only 522 million VND has been disbursed, equivalent to 0.7% of the plan. The remaining more than 78.1 billion VND is still "waiting".
To date, the project for the main roads in the Cultural and Commercial Center of Dak Glong district has allocated a total of 95 billion VND, reaching 100% of the plan. The cumulative disbursed capital is 68.4 billion VND, reaching 72.1% of the plan.
In 2025, the total allocated investment capital for the project was 27 billion VND, but to date, the disbursement rate has been very low. The investor is urging the contractor to accelerate progress to ensure the volume of work completed and the project finished on schedule.
The project is currently facing several difficulties. One of them is the issue of securing the necessary fill soil. The volume of fill soil required is relatively large, but there are currently no licensed fill soil quarries in the area, affecting the contractor's construction progress.
Regarding land clearance, the process is also not going smoothly. Currently, there are still two households that have not agreed to accept compensation for land clearance, citing the low land price as not reflecting the actual land value. In addition, one household has received compensation but has not yet handed over the land because resettlement land has not been allocated.
For the Dak Plao - Dak R'mang - Dak Som inter-communal road project, 110 billion VND has been allocated so far, reaching 100% of the planned capital. However, the disbursement rate currently stands at only 49.5 billion VND, equivalent to 45% of the plan.
In 2025, the total investment capital allocated for the project was 51.7 billion VND, but only a mere 23 million VND had been disbursed, reaching only 0.04% of the plan. The actual construction progress of the project was approximately 18%.
Slow disbursement of investment funds from the provincial budget is also a problem. The total additional capital allocated to Dak Glong for 2025 is over 7 billion VND, but only over 2.5 billion VND has been disbursed so far, reaching 36.4%.
To date, the project for the People's Council and People's Committee office building in Dak Som commune has allocated over 13.5 billion VND, reaching 93% of the plan, and has disbursed over 13.2 billion VND, reaching 97.6% of the allocated capital.
The total investment capital allocated for the project in 2025 is 500 million VND, and 173 million VND has already been disbursed, reaching 34.7% of the allocated capital.
To date, the Dak Ha Commune People's Council and People's Committee Office Building Project has allocated 13.5 billion VND, reaching 93.1% of the plan. The cumulative disbursed capital to date is over 9.3 billion VND, reaching 69.3% of the allocated capital.
The total investment capital allocated for the project in 2025 is over 4.5 billion VND. However, to date, only 389 million VND has been disbursed, reaching 8.6% of the plan. The actual construction progress of the project is currently at approximately 64%.
Construction on the auditorium building is currently suspended in accordance with the province's general policy of temporarily halting the implementation of new projects, renovations, and upgrades to office buildings.
Racing against time
Faced with this alarming situation, the People's Committee of Dak Glong district has implemented a series of solutions, requiring investors and related units to commit to the disbursement schedule.
Chairman of the Dak Glong District People's Committee, Tran Nam Thuan, said: "To accelerate the progress and disbursement of funds for projects, the District People's Committee is directing and assigning investors to develop detailed plans and commitments for monthly disbursement for each project."
This includes specifically assigning unit leaders to be directly responsible for monitoring the progress and disbursement of funds for each project. Based on the results, the level of completion of the relevant organizations and individuals will be assessed.
The investor will coordinate with relevant units to strengthen inspection and supervision of construction progress and quality. At the same time, inspection and acceptance will be carried out in accordance with regulations.
For projects that are progressing slowly, despite repeated reminders to contractors who have shown a lack of cooperation, the district requests that the investor take appropriate action based on current regulations and the signed contract. If the allocated funds are not fully disbursed, the investor will be held fully responsible under the law.
Previously, the People's Committee of Dak Glong district also repeatedly issued documents urging contractors to concentrate materials and manpower, complete documentation, and quickly construct the project.
There are relatively many construction projects requiring large volumes of earth fill. Therefore, the district is requesting the Provincial People's Committee to direct relevant departments and agencies to urgently implement planning, auction, and grant mining rights for leveling materials, creating favorable conditions for the implementation of these projects.
