Open the door to development
The Ministry of Construction has set a target of completing 20 km of the Nha Trang - Buon Ma Thuot expressway by December 19, 2025. This affirms the Government's determination to invest heavily in horizontal infrastructure to develop the country evenly among regions.
The Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase I has a total length of more than 117 km, with a preliminary total investment of nearly 22,000 billion VND, using many capital sources, from the central to local budgets. The project is divided into 3 component projects and assigned to the Ministry of Construction and the People's Committees of Khanh Hoa and Dak Lak provinces as the managing agencies.
The progress of investment preparation and project implementation will start from 2022, with some sections with high traffic volume basically completed in 2025, the entire route basically completed in 2026, and the entire project put into operation in 2027.
According to the Prime Minister's direction, Component Project 1 (Khanh Hoa province) will complete the first 20 km of the route before December 19, 2025; Component Project 3 (Dak Lak province) will complete before August 30, 2025. Component Project 2 (Railway Project Management Board) strives to be inaugurated before June 30, 2026 to promote investment efficiency and synchronous exploitation.
Recently, the People's Committee of Dak Lak province proposed to the Prime Minister an investment plan to build the Phu Yen - Dak Lak expressway, from the North - South expressway in the East to National Highway 14 under the PPP method, with central support capital; at the same time, adding the project to the investment portfolio in the medium-term plan for the period 2026-2030.
According to the proposal, the Phu Yen - Dak Lak expressway will have a complete 4-lane scale, with a continuous emergency lane, a roadbed width of 24.7 m, and a design speed of 100 km/h. The total preliminary investment of the project is 29,655 billion VND (excluding loan interest), of which compensation, support and resettlement costs are more than 3,360 billion VND; construction and equipment costs are 20,895 billion VND, the rest is consulting and contingency costs... The project is expected to be built from 2026 to 2029.
It is known that the Phu Yen - Dak Lak expressway is the East - West axis, connecting the Central Highlands with the Central coast, and has been planned in the road network for the 2021-2030 period, with a vision to 2050.
According to experts, after completion, the expressway will connect economic and political centers, open up new development space, contribute to socio-economic development, and ensure national defense and security in the province as well as the Central Highlands and coastal regions.
In addition to important transportation projects, Dak Lak province has been promoting investment in Bai Goc port. This is considered an important infrastructure project in goods trading, not only for the South Phu Yen Economic Zone, but also for the entire Central Highlands region in the future.

New growth pole
According to the Phu Yen Economic Zone Management Board, in the first 9 months of the year, the Nam Phu Yen Economic Zone and industrial parks attracted investment in 8 new projects, with a total registered capital of more than 23,571 billion VND.
Up to now, Nam Phu Yen Economic Zone and industrial parks have attracted 126 projects with registered land area of 1,427.15 hectares; total registered investment capital of VND31,320 billion and USD45.6 million.
Of which, 110 domestic investment projects with registered land area of 1,054.1 hectares; realized investment capital/registered capital of 5,842.1/31,320 billion VND; 16 foreign investment projects from 8 countries, with registered land area of 65.9 hectares...
Mr. Huynh Lu Tan, Head of Phu Yen Economic Zone Management Board, said that among the projects attracted in 2025, there are 3 large-scale driving projects in the economic zone.
The first is the Hoa Tam Industrial Park Infrastructure Construction and Business Investment Project - Phase I, invested by Hoa Tam Industrial Park Infrastructure Development Joint Stock Company under Hoa Phat Group. The project has a land use scale of 491.87 hectares, total investment capital of 4,188 billion VND, built synchronously with the goal of serving the Hoa Phat Iron and Steel Complex Project, with a capacity of 6 million tons/year.
The second is the Bai Goc Port Construction Investment Project, invested by Bai Goc Phu Yen Port Joint Stock Company under Hoa Phat Group, with a total capital of 16,300 billion VND. Of which, phase I has an investment capital of 8,800 billion VND, a design capacity of 15.6 million tons/year, put into operation in the third quarter of 2028; phase II has an investment capital of 7,500 billion VND, a design capacity of 11.1 million tons/year, put into operation in the fourth quarter of 2030.
The third is the Phu Yen High-Tech Park Infrastructure Investment and Business Project, invested by N&G Group Joint Stock Company, with an area of 251.6 hectares and a total investment of VND 2,369 billion.
Phu Yen Hi-Tech Park is expected to attract high-tech industries and supporting industries for high-tech production such as information and communication technology; pharmaceutical and biological technology; environmental technology and renewable energy; electronics and electronic equipment technology; automotive and automotive electronics technology; robotics and automation technology; artificial intelligence (AI) technology; materials and nano technology; logistics, etc.
Regarding the implementation progress, Mr. Huynh Lu Tan said that the 3 projects held a launching ceremony on August 19, 2025; currently, the investor is implementing investment preparation procedures to implement the next steps.
Of which, with the Hoa Tam Industrial Park Project - Phase I, the investor plans to complete procedures and start construction on an area of 273 hectares in December 2025.
At the project launching ceremony, Mr. Tran Dinh Long, Chairman of Hoa Phat Group, said that the implementation of the projects aims to realize the Group's commitment to Dak Lak province. Hoa Phat will implement them very quickly and effectively. After completion, the above projects will help raise Vietnam's position on the world steel industry map, contributing VND10,000 billion to the provincial budget each year.
Evaluating the project, Mr. Ta Anh Tuan, Chairman of Dak Lak Provincial People's Committee, emphasized that Bai Goc Port and Hoa Tam Industrial Park, forming a steel factory complex with a capacity of 6 million tons/year, will be the core, contributing to realizing the target of double-digit economic growth in the coming period and gradually turning Dak Lak into a new growth pole of the Central Highlands and South Central Coast. These projects, when put into operation, will create a spillover effect for the development of the province's trade and service sectors.
In addition to the above projects, the Dak Lak Provincial People's Committee has agreed in principle to allow the Becamex - VSIP Joint Venture to approach and research to propose the Industrial - Urban - Service Park Project in the South Phu Yen Economic Zone, with an expected scale of 1,920 hectares (1,400 hectares of industrial park, 520 hectares of urban - service area).
Currently, the Becamex - VSIP Joint Venture is focusing on completing the above proposal and will report to the Provincial People's Committee as a basis for implementing the next steps.
Ms. Ho Thi Nguyen Thao, Vice Chairwoman of Dak Lak Provincial People's Committee, affirmed that Nam Phu Yen Economic Zone has an area of over 20,000 hectares, is one of the coastal economic zones of the country, with many competitive advantages such as synchronous infrastructure connection system, Bai Goc deep-water seaport, oriented to become an important seaport of the South Central Coast and Central Highlands.
“In the socio-economic development strategy, Dak Lak province has determined that the South Phu Yen Economic Zone not only expands the development space to the East, but is also an important driving force for the province's development, a place where all the conditions converge to form an industrial - trade - service - logistics chain between the Central Highlands and the South Central Coast,” said Ms. Ho Thi Nguyen Thao.
