Assessing the progress of the Type II Urban Development Program project.

On October 28th, at the Provincial People's Committee headquarters, Mr. Hoang Gia Long, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, held a working session with a delegation from the Asian Development Bank (ADB) regarding the Project on the Development of Type II Cities (Green Cities) – Sub-project in Ha Giang. Mr. Pham Quang Tien, an ADB official, led the delegation.

Attending the working session were leaders from the following departments: Finance, Agriculture and Environment, Construction, the Provincial Foreign Capital Project Management Board, the Provincial Land Fund Development Center; and consultants from the ADB organization.

Delegates participated in a working session on the project for developing a type II urban area.

The Program for the Development of Type II Cities - Sub-project in Ha Giang received investment approval from the Prime Minister in Decision No. 392/QD-TTg dated March 10, 2016. The project agreement was signed, came into effect in 2018, ended in 2024, and was extended for another 3 years. The project is located in the former Ha Giang city (now Ha Giang 1 and Ha Giang 2 wards). The total investment after adjustment is VND 1,271 billion for the construction of 8 works, including 3 transportation projects, 3 river and stream embankment projects, and the remaining works are drainage and lighting projects. As of the end of October, 5 projects had signed contracts and commenced construction; 3 projects were preparing for bidding.

Mr. Pham Quang Tien, ADB official and head of the delegation, stated that Tuyen Quang province and the Foreign Capital Project Management Board have actively and proactively implemented tasks to accelerate project progress, while also developing detailed plans for each work item; urging contractors to speed up construction progress, ensuring quality and safety during implementation. Head of the ADB delegation, Pham Quang Tien, expressed his hope that Tuyen Quang province will continue to urge relevant departments and localities to focus on resolving issues related to compensation and land clearance, creating the best possible conditions for contractors to construct the projects according to the set plan.

Comrade Hoang Gia Long, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, delivered the concluding remarks at the meeting.

During the meeting, leaders of departments and agencies, along with consultants, focused on clarifying the difficulties and discussing solutions to accelerate the project's progress.

Concluding the working session, Vice Chairman of the Provincial People's Committee Hoang Gia Long highly appreciated the support and frank, detailed sharing of information by the ADB delegation. He emphasized the importance of learning from the experiences of successful projects in the provinces benefiting from the projects, as a basis for Tuyen Quang to develop plans, improve management capacity, and effectively implement urban development investment projects in the future.

The Vice Chairman of the Provincial People's Committee assigned relevant departments and agencies to verify the information and documents provided by the ADB working group. Regarding outstanding issues affecting the construction progress of the projects, the Vice Chairman of the Provincial People's Committee requested the Land Fund Development Center and the Project Management Board to advise the province on directing the complete resolution of these obstacles; at the same time, to review and reassess some project items to ensure disbursement progress; and for the project beneficiary localities to create all conditions for contractors to carry out the construction work.

Deputy Chairman of the Provincial People's Committee Hoang Gia Long affirmed that Tuyen Quang province is committed to making every effort to accelerate the project's implementation in accordance with the set objectives.
