Evaluation of the progress of the implementation of the Type II Urban Development Program project

On October 28, at the Provincial People's Committee Headquarters, Comrade Hoang Gia Long, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee had a working session with the Asian Development Bank (ADB) delegation on the project of the Type II Urban Development Program (Green Cities) - Sub-project in Ha Giang. Mr. Pham Quang Tien, ADB officer, was the Head of the delegation.

Attending the meeting were leaders of the following departments: Finance, Agriculture and Environment, Construction, Provincial Foreign Capital Project Management Board, Provincial Land Fund Development Center; and consultants from ADB.

The Program for Development of Type II Urban Areas - Sub-project in Ha Giang was approved by the Prime Minister in Decision No. 392/QD-TTg dated March 10, 2016. The project agreement was signed, effective in 2018, ending in 2024 and extended for the next 3 years. The project implementation location is in the old Ha Giang city (now Ha Giang 1 and Ha Giang 2 wards). The total investment after adjustment is 1,271 billion VND to invest in the construction of 8 projects, including 3 traffic projects, 3 river and stream embankment projects, the rest are drainage and lighting projects. As of the end of October, 5 projects have signed contracts and are under construction; 3 projects are preparing conditions for bidding.

Mr. Pham Quang Tien, ADB officer - Head of the delegation, said that Tuyen Quang province and the Foreign Capital Project Management Board have actively and proactively implemented tasks to speed up the project implementation progress, and at the same time developed detailed plans for each work content; urged contractors to speed up construction progress, ensuring quality and safety during the implementation process. ADB delegation leader Pham Quang Tien hopes that Tuyen Quang province will continue to urge sectors and localities to focus on solving issues of compensation and site clearance, creating the best conditions for contractors to construct works according to the set plan.

Comrade Hoang Gia Long, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee delivered a concluding speech at the working session.

At the meeting, leaders of departments, branches and consultants focused on clarifying difficulties and discussing solutions to speed up project implementation progress.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Gia Long highly appreciated the support and frank and detailed sharing of the ADB delegation. He emphasized the importance of referring to experiences from successful projects in the provinces that are benefiting from the project, as a basis for Tuyen Quang to develop plans, improve management capacity and effectively implement urban development investment projects in the future.

The Vice Chairman of the Provincial People's Committee assigned the relevant departments, branches and sectors to check the information and documents provided by the ADB Working Group. Regarding the existing problems affecting the construction progress of the projects, the Vice Chairman of the Provincial People's Committee requested the Land Fund Development Center and the Project Management Board to advise the province to direct the removal of obstacles; at the same time, review and re-evaluate a number of project items to convert to ensure the disbursement progress; the project beneficiary locality must create all conditions for contractors to construct the projects.

Vice Chairman of the Provincial People's Committee Hoang Gia Long affirmed that Tuyen Quang province is committed to making every effort to speed up the project implementation progress according to the set goals.
