Evaluation and classification of party organizations and party members: Need to be substantial and serious

The evaluation and classification of party organizations and party members in the whole province always closely follows the guidelines of the Central and Provincial Party Committees, in which party organizations focus on evaluating the substance and effectiveness, not chasing after achievements. In addition, party committees and organizations at all levels have innovated the process of self-criticism, criticism and evaluation in a multi-dimensional direction, with specific products, with comparisons between equivalent positions and public results; linking the evaluation and classification of individual quality with the collective and with the results of performing tasks of localities, agencies and units; ensuring seriousness, democracy and objectivity.

Leadership, guidance, supervision, inspection, and monitoring of the review, evaluation, and classification of Party organizations and members have been strengthened, ensuring objectivity, comprehensiveness, and substance. The classification of the quality of grassroots Party organizations and members has contributed to raising awareness and understanding of organizational discipline and the efforts of Party organizations and members.

Comrade Tran Giang Tuyen, Head of the Organization Department of the Yen Son District Party Committee, shared: The district Party Committee has 47 grassroots Party branches and committees, 532 subordinate Party branches, with over 8,400 Party members. To ensure that the review and evaluation process is carried out objectively, substantively, and in accordance with regulations, the district Party Committee has strengthened the dissemination and raised awareness among cadres and Party members about the purpose, meaning, importance, and responsibility of each collective and individual in reviewing, evaluating, and classifying the quality of Party organizations and Party members.

The District Party Committee strengthens its leadership, guidance, inspection, and supervision of the review, evaluation, and ranking process to ensure objectivity, comprehensiveness, substance, and adherence to the set objectives, requirements, and timelines. The Standing Committee of the District Party Committee assigns members of the Standing Committee and members of the District Party Committee to attend and monitor the review of collectives and individuals under their responsibility.

At the Party Committee of Thien Ke commune (Son Duong), to prepare for the 2024 review, the commune Party Committee conducted a preliminary inspection and assessment of each content and task of leadership and direction of the Party Committee; determined which stages and areas were weak, and on that basis suggested a review for each organization and individual. After reviewing the Party cell, the commune Party Committee continued to inspect and comprehensively assess the leadership and direction of the implementation of political tasks and Party building work of organizations in the political system, as a basis for an overall assessment of the standing committee, executive committee and each cadre assigned to be in charge of the field of "clear people, clear work, clear responsibilities".

Secretary of the Thien Ke Commune Party Committee Tran Viet Hung said: In the review and evaluation, in addition to focusing on the results of the implementation of political tasks in the year as a measure, the Party Committee should pay attention to reviewing and evaluating the overcoming of shortcomings and limitations pointed out at the previous year's review conference or the conclusions of inspections and supervision at all levels, including monthly and quarterly reviews and evaluations or comments from cadres, party members and people. This should be strictly implemented to avoid the situation where shortcomings and limitations mentioned this year continue to be mentioned next year without being overcome.

Observations at Party committees and organizations show that the evaluation and classification of Party organizations and Party members at the end of 2024 are being carried out in accordance with the spirit of Regulation No. 124, dated October 4, 2023, of the Politburo, Guidance No. 25, dated November 10, 2023, of the Central Organization Committee, and Regulation No. 22-QD/TU, dated November 22, 2023, on the annual review and evaluation of the quality of collectives and individuals in the political system of Tuyen Quang province.

The year-end evaluation and classification of party organizations and party members is an opportunity for party organizations, collective leadership of agencies, units and individuals to self-examine and self-correct. From there, policies and solutions are proposed to promote strengths, overcome limitations and shortcomings in leadership, management, operation and task performance, contributing to improving the leadership capacity and fighting strength of party organizations. To seriously and substantially carry out this work, each cadre and party member needs to improve the spirit of self-criticism and criticism. Only then will the work of reviewing, evaluating and classifying the quality of collectives and individuals in 2024 be truly serious, substantial and highly effective.
