The identities of the two sand thieves who drove the boat away and severed the leg of a Vinh Long Police Captain

On the evening of November 24th, the Criminal Investigation Agency of Tra On District Police ( Vinh Long Province) announced that they had arrested one person involved in the case where illegal sand miners disobeyed orders to stop their boats, sped away, and collided with a patrol boat, resulting in a police captain having his leg severed.

According to the Investigating Police Agency, while the task force was providing first aid to Captain Tran Hoang Ngoi (born in 1992, an officer of the Criminal Investigation Team for Economic and Environmental Crimes), two illegal sand miners escaped. Subsequently, the authorities apprehended one of them.

At the police station, the suspect identified himself as Cao Van Huyen (born in 1979, residing in Cai Von ward, Binh Minh town, Vinh Long province) and his accomplice as Khoa (born in 2002, renting a room near Phu Ly bridge, Binh Minh town).

The investigative agency of the Tra On District Police is continuing to search for Khoa to verify and clarify the case.

Earlier, late on November 23rd, a patrol team from the district police, consisting of four officers, was patrolling to ensure security and order in the field of natural resources and minerals in the area.

The patrol team spotted a wooden boat (without a registration number) with two people illegally extracting sand on the Hau River. The police officers signaled the vessel to stop and fired warning shots, but the occupants stubbornly refused to comply, accelerating and fleeing.

The group's boat collided with the patrol team's vessel, causing all four officers to fall into the river. Three officers managed to climb back onto the suspects' boat. Captain Tran Hoang Ngoi, an officer from the Criminal Investigation Team for Economic and Environmental Crimes, sustained serious injuries.

Captain Tran Hoang Ngoi's legs, both below the knees, were severed, allegedly due to being caught in the propeller of a sand-stealing boat.

Captain Tran Hoang Ngoi was taken to the hospital by his colleagues and is currently receiving treatment at Can Tho Central General Hospital.

The doctors consulted and concluded that immediate surgery was necessary. By 2:00 AM on November 24th, the surgery was completed. Due to the severity of Captain Ngoi's injuries to both legs, the doctors were forced to amputate half of his right thigh and his left leg above the knee.

Due to the severity of his injuries, Captain Tran Hoang Ngoi remains in a coma and continues to receive blood transfusions and is on a ventilator.
