The Ministry of Information and Communications has just issued Notice No. 134/TB-BTTTT on the plan for re-auctioning the right to use radio frequencies in the 3,800-3,900 MHz band (C3 band) for public terrestrial mobile communication systems according to the IMT standard.

The 3800-3900 MHz band (C3 band) is planned for the deployment of mobile communication systems according to the IMT-2020 standard and subsequent versions, using time-division duplex (TDD) method.

The starting price for the C3 frequency band is 2,581,892,500,000 VND (two trillion five hundred eighty-one billion eight hundred ninety-two million five hundred thousand dong).

The bidding increment applied in the C3 frequency band auction is 25,000,000,000 VND (twenty-five billion Vietnamese Dong).

The deposit required for the C3 frequency band auction is VND 130,000,000,000 (one hundred and thirty billion dong).

The auction was conducted through direct voting, using an ascending bid method. The winning bidder was granted a license to use the frequency band for a period of 15 years.

Within 30 days from the date the Ministry of Information and Communications publicly announces the auction plan, the organization must submit an application requesting confirmation of eligibility to participate in the auction.

According to regulations, organizations that have won the auction for the right to use radio frequencies in the 2500-2600 MHz band (B1 band) or the 3700-3800 MHz band (C2 band) are not allowed to participate in the auction for the right to use radio frequencies in the 3800-3900 MHz band (C3 band).

Previously, the Ministry of Information and Communications successfully auctioned off the B1 (2,500-2,600 MHz) and C2 (3,700-3,800 MHz) frequency bands. However, due to the low number of bidders for the C3 band, it did not meet the auction criteria.

To realize the goal of ensuring that all more than 27 million Vietnamese households have access to fiber optic cable when needed, the Ministry of Information and Communications has set a target to encourage Viettel, VNPT,FPT , and other network operators to deploy it during the 2024-2025 period.
