According to the Department of Home Affairs, in 2024, the province completed 52/52 tasks of the year according to the proposed administrative reform plan. The indicators related to the province's administrative reform work such as the PAR INDEX, PAPI, and SIPAS in 2023 are all in the high average group of the whole country. In particular, the direction and operation of administrative reform have been unified and focused by the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee through the issuance of resolutions, directives, and plans on promoting administrative reform, strengthening the leadership of Party committees and authorities in implementing administrative reform. Regarding organizational reform, the province has promoted the arrangement of the organizational apparatus of agencies and localities in the direction of streamlining, operating effectively and efficiently in the spirit of Resolutions No. 18 and 19 of the 6th Central Conference, Term XII. Implementing Resolution No. 1198/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee on the arrangement of commune-level administrative units (CAUs) of the province in the period of 2023-2025; accordingly, from November 1, 2024, Phan Rang-Thap Cham City has reduced 3 CAUs at the commune level (corresponding to a reduction of 20 commune-level cadre positions, 11 commune-level civil servant positions and 12 commune-level non-professional workers). Regarding civil service reform, the province has promoted the implementation of recruitment exams for leadership and management positions at the department and division levels according to regulations. Continue to pilot the assessment through assessment software, linking the results of the classification of the level of task completion of the head with the results of the annual administrative reform tasks of the agency and locality. In order to build and develop e-government and digital government, the province has promoted the synchronous and comprehensive implementation of digital transformation contents. The province currently has 26/26 provincial departments, branches and sectors and 7/7 district-level People's Committees, 62/62 commune-level People's Committees that have deployed document and work record management software integrated with digital certificates and assigned identification codes. The provincial public service portal has 1,126 online public services, including 582 full-process online public services and 544 partial online public services. To date, 985/1,126 public services have been integrated and synchronized to the national public service portal, reaching 87.48%.

Comrade Tran Hai, Director of the Department of Home Affairs, said: In order to promote solutions to implement administrative reform in the coming time, Ninh Thuan province will focus on implementing a number of key tasks such as: Continuing to thoroughly grasp and seriously implement the direction of the Central Government, Resolution No. 05-NQ/TU and Directive No. 39-CT/TU of the Provincial Party Standing Committee, the Action Program of the Provincial People's Committee to drastically, synchronously and effectively reform administrative procedures related to people and businesses. Focus on digitizing the results of handling administrative procedures according to the provisions of Decree No. 45/2020/ND-CP of the Government. Focus on reviewing, arranging and perfecting the organizational structure of departments, branches and public service units under the Provincial People's Committee to ensure streamlined, efficient, effective and efficient operations, meeting the requirements and tasks in the new period according to the Central's policy and in accordance with the practical situation of the locality through the summary of the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee. Review, develop and perfect the job positions of agencies and localities in a specific, scientific , regulated and practical manner; on that basis, arrange and assign personnel to work to ensure compliance with the standards and requirements of the job positions approved by competent authorities. Innovate the mechanism for allocating and using the state budget in conjunction with assigned tasks and output products, in order to enhance autonomy, self-responsibility and promote creativity and operational efficiency. Strengthen the transformation of operating models and socialization of public service units. Strengthening the application of information technology, digital transformation and application of scientific and technological advances to promote the completion of the construction and development of e-government and digital government. Continuing to effectively promote the role of supervision and social criticism of the Vietnam Fatherland Front, the supervisory role of the People's Council, mass organizations and people in the implementation of administrative reform work at agencies, units and localities.
