Prime Minister Pham Minh Chinh chaired the 22nd meeting.
Reporting at the meeting, Minister of Construction Tran Hong Minh said that at the 21st meeting on November 18, 2025, Prime Minister Pham Minh Chinh, Head of the Steering Committee, assigned 28 tasks to ministries, branches and localities; focusing on removing difficulties and obstacles of expressway projects in the list of 3,000km to be completed in 2025; speeding up preparation procedures to start construction and inaugurate the projects on December 19, 2025.
To date, the units have completed 11 tasks on time. There are currently 16 tasks being actively implemented, of which 8 are tasks related to regular direction and management and 8 are not yet due. One task related to site clearance has not yet met the progress requirements.
For the preparations for the groundbreaking and inauguration ceremonies on December 19, 2025, as a practical way to celebrate the 14th National Congress of the Communist Party of Vietnam, the Ministry of Construction has compiled a list of 245 projects and works in 34 provinces and cities with a total investment of 1.34 trillion VND, including 155 projects to be started and 90 projects to be inaugurated. During this period, it is expected that the whole country will complete and open to traffic 3,513km of expressways, including 3,188km of main routes and 325km of access roads and interchanges. Regarding the coastal road network, localities are expected to complete an additional 251km in 2025, bringing the total length of operational roads nationwide to approximately 1,701km.
Currently, several key national and priority transportation projects are being implemented in the province, including: the Hoa Binh - Moc Chau Expressway project (section from Km19+000 - Km53+000 in the former Hoa Binh province); the Hoa Binh - Moc Chau Expressway project (section from Km0+00 - Km19+00); and the Hoa Lac - Hoa Binh road construction project and the renovation and upgrading of National Highway 6 section from Xuan Mai to Hoa Binh under the public-private partnership method.

At the conference, representatives of leaders of ministries, branches, localities and enterprises also reported specifically on projects, preparations for groundbreaking and inauguration of projects and works on the occasion of December 19, 2025, along with existing issues that need to be focused on solving in the coming time.
In his concluding remarks at the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts and results of the implementation of projects, the proactive and positive involvement of agencies, units, and localities, especially the completion of some key projects ahead of schedule. The completion of these projects will contribute to boosting economic growth by over 8% in 2025 and open up new development opportunities.
The Prime Minister requested that from now until December 19 and throughout December, all constructions and projects across the country must be strongly promoted. Ministries, branches, localities and investors must strengthen leadership, direction, inspection, supervision, and handle all difficulties and problems as quickly and effectively as possible; ensuring progress, quality, labor safety and environmental sanitation.
Issues related to the legitimate and legal rights of the people must be resolved completely and thoroughly, without allowing complaints to arise. During the implementation process, regular inspection and supervision must be carried out, and negativity, corruption and waste must absolutely not be allowed to occur.
Prime Minister Pham Minh Chinh also requested timely commendation of collectives and individuals with outstanding achievements, especially workers directly on construction sites; and to complete all necessary documentation in accordance with the law for projects that are started or inaugurated, with the general spirit being to focus intensely, only discussing and not delaying. At the same time, he requested relevant agencies to continue focusing on resolving obstacles, ensuring construction progress and quality, and seriously preparing for the December 19th milestone.
