Comrade Ta Thi Yen, Deputy Head of the Delegation Affairs Committee and National Assembly Deputies of the province, questioned the Minister of Construction .

During the questioning session, Representative Ta Thi Yen, Deputy Head of the Delegation Affairs Committee and National Assembly representative from Dien Bien province, questioned Minister of Construction Nguyen Thanh Nghi about urban renovation and construction.

Representative Ta Thi Yen stated: “In practice, the urbanization rate in our country is increasing rapidly. Although investment has been made, the face of Vietnamese cities still seems to be not commensurate with the economic growth rate and the expectations of the people. Existing problems such as traffic congestion, lack of parking spaces, flooding, waste management, wastewater collection and treatment, lighting, green park area, noise, fine dust… are slow to be resolved and tend to worsen, significantly affecting the quality of life of the people and the environment for attracting investment and business.”

Minister, I would like to ask how we can renovate and develop the urban landscape of Vietnam in a way that is modern, green, clean, environmentally friendly, adaptable to climate change, thoroughly address current problems, and prevent their recurrence in the future, in accordance with the strategy and planning for urban development in our country?

The Minister of Construction answers questions from National Assembly Deputy Ta Thi Yen.

Responding to a question from delegate Ta Thi Yen, the Minister of Construction stated that the Politburo recently issued Resolution No. 06-NQ/TW dated January 24, 2022, on the Planning, Construction, Management, and Sustainable Development of Vietnamese Cities until 2030, with a vision to 2045 (Resolution 06). The Resolution affirmed the role and system of Vietnamese cities, as well as assessing and acknowledging the achievements, shortcomings, and challenges raised by the delegate.

To implement the Politburo's Resolution, the Government issued an Action Program in accordance with Resolution 148/NQ-CP dated November 11, 2022 (Resolution 148) to implement Resolution 06, which sets out the goal of focusing investment on key areas by 2030 to develop resilient, emission-reducing, smart cities with distinct identities and complete urban infrastructure, as requested and desired by the delegates.

The Government's action program has set out 5 main groups of tasks and solutions: (1) Unifying awareness and action on planning, construction, management and sustainable development of Vietnamese cities; (2) Improving the quality of planning and planning management to meet the requirements of sustainable urban development; (3) Investing in the development of a synchronous, modern, interconnected urban infrastructure system that adapts to climate change; (4) Developing specialized tasks and projects; (5) Developing policy mechanisms and legal documents.

With these five main solution objectives, the Government has set out 33 specific tasks, including: 19 tasks on building policy mechanisms and legal documents, and 14 tasks on investing in the development of modern, integrated urban technical infrastructure that is adaptable to climate change.

With the assigned tasks and in its role as a state management agency, the Ministry of Construction is implementing 8 groups of tasks and solutions: (1) Focusing on implementing the assigned tasks in Resolution 06 and Resolution 148; (2) Focusing on researching and developing laws and tools for urban management such as the Law on Urban and Rural Planning, the Law on Urban Development Management, the Law on Housing, the Law on Real Estate Business, the Law on Water Supply and Drainage... and guiding documents; (3) Promptly appraising and promulgating urban and rural system planning as well as innovating planning methodology to improve the quality of urban planning, construction planning, and urban architectural planning management; (4) Urging and promoting the allocation of resources to implement planning and invest in urban infrastructure systems; (5) Promoting research on suitable urban models; (6) Strengthening inspection, examination, and supervision work; (7) Strengthen training and development of urban management staff, urban specialists, and standardized planning of urban staff capacity; (8) Build a suitable urban government model.

At this session, the National Assembly dedicated 2.5 days to questioning and answering questions. This is the first time in the 15th term that the National Assembly has questioned members of the Government and heads of ministries on the implementation of 10 resolutions of the 14th and 15th National Assemblies on specialized supervision, and on questions related to 21 areas, including major and important issues reflecting all aspects of socio-economic life, which are of great concern to the people and voters, especially in the context of the country overcoming the severe consequences of the Covid-19 pandemic.
