Propose that Gio Hai, Hai An, and Hai Khe communes continue to enjoy the policy of especially disadvantaged communes in coastal and island areas until the end of 2025.

According to Decision No. 353/QD-TTg dated March 15, 2022, of the Prime Minister, Quang Tri province has Gio Hai commune (Gio Linh district), Hai An commune (Hai Lang district), Hai Khe commune (Hai Lang district), and Con Co island district as particularly disadvantaged communes in coastal and island areas for the period 2021-2025.

After a period of dedicated effort, on May 17, 2024, the three communes of Gio Hai, Hai An, and Hai Khe were recognized by the Provincial People's Committee as achieving the standards of new rural areas.

However, according to a review by the authorities, the multidimensional poverty rate based on the new rural development criteria at the end of 2023 (excluding poor and near-poor households unable to work) was 5.79% in Gio Hai commune, 2.97% in Hai An commune, and 3.76% in Hai Khe commune.

The criteria regarding the percentage of near-poor households, the percentage of households using clean drinking water, the percentage of households with sanitary toilets, and the standards met in schools and essential infrastructure... in all three communes are only at a near-completion level, and some criteria are not yet sustainable.

In order to continue creating conditions for people to stabilize their lives, and to provide communes with more resources to invest in infrastructure development and improve the quality of the criteria already achieved, the Provincial People's Committee has recently sent a document requesting the Ministry of Labor, War Invalids and Social Affairs to submit to the Prime Minister a proposal to allow the three particularly disadvantaged communes in the coastal and island areas that have just been recognized as new rural areas to continue to benefit from policies on socio-economic infrastructure investment and other support policies for particularly disadvantaged communes in coastal and island areas until the end of the period (2025).
