VHO - The People's Committee of Quang Nam province has submitted a proposal to the 10th Provincial People's Council to decide on adjusting the investment policy for the project to promote the value of the Huynh Thuc Khang Memorial House (Tien Canh commune, Tien Phuoc district).
Accordingly, the total investment after adjustment is over 49.1 billion VND, with the adjusted capital structure including over 2.22 billion VND from the central budget and over 46.9 billion VND from the provincial budget. The implementation period is from 2017 to 2026.

According to the previously approved plan, the project has a total investment of 50 billion VND, to be implemented in the period 2017-2019, with 50% from the central government budget and 50% from the provincial budget.
The project aims to enhance the value of the National Historical Site of the Huynh Thuc Khang Memorial House, befitting its scientific and historical significance, the role, position, life, career, and immense contributions of the patriotic scholar Huynh Thuc Khang, former Acting President of the Democratic Republic of Vietnam; creating conditions for visiting, paying respects, offering incense, educating about patriotic and revolutionary traditions, exploiting tourism, and developing the local economy and society.
Regarding the reasons for the proposed adjustments, according to the Quang Nam Provincial People's Committee, the project's investment policy was approved by the Standing Committee of the Provincial People's Council, and the investment project was approved by the Provincial People's Committee in September 2017.
In early September 2021, the Provincial People's Committee adjusted the project investor from the Tien Phuoc District People's Committee to the Provincial Investment and Construction Project Management Board and approved the adjustment and supplementation of the project in Decision No. 2416 dated September 16, 2022, while extending the implementation time until the end of June 2025.
During the project's implementation, the Provincial Party Committee and the Provincial People's Committee requested a thorough review of the entire project to ensure compliance with the directives and guidelines of the Central Government as outlined in Conclusion No. 88 of the Politburo , Document No. 3580 of the Central Party Office, and Guidance No. 07 of the Central Propaganda Department (with particular attention to landscape improvement and restoration of original relics in accordance with regulations).
Following the directives of the aforementioned competent authorities, the investor has reviewed the project's investment items; accordingly, the investment content within the original historical site area remains unchanged, while proposing adjustments and additions to some investment items within the value enhancement area to ensure suitability.
At the same time, regarding the central government budget, from 2020 to 2023, sufficient funds were allocated according to the structure. However, due to the slow implementation of the project, the inability to disburse funds, and the expiration of the disbursement deadline, 22,772 million VND (of which 2,228 million VND had already been allocated) had to be returned to the central government budget as per regulations.
Currently, the project has exceeded the funding allocation deadline and is therefore no longer eligible for central government budget allocation. Consequently, provincial budget funds need to be allocated to replace the central government budget funds that are no longer available, thus altering the project's investment capital structure.
Regarding this matter, the Party Committee of the Provincial People's Committee has submitted a report seeking opinions, and the Standing Committee of the Provincial Party Committee has agreed in principle to submit it to the Provincial People's Council for consideration and feedback on the adjustment of the investment policy for the project.

Some of the adjusted investment contents are as follows: Within the original historical site, the original relics will be preserved; the church (main building) will be restored and renovated, the side building and bridge will be reconstructed; the grounds, gardens, walkways, the tomb of Mr. Huynh's parents, and the gate will be renovated; the eroded stone embankment will be repaired; and a lighting system, irrigation system, and termite control system will be installed.
Upgrade the main road leading to the historical site, with a total length of approximately 1,000m; and the existing DH5 road, with a length of 300m.
The area for promoting the value of the historical site covers approximately 17,500 m2, with the construction of 2 new restrooms, a parking lot with an area of approximately 2,400 m2; and landscaping features such as internal walkways, green parks, commemorative tree planting areas, and fruit tree planting areas, etc.
Previously, in April 2024, Văn Hóa reported that the People's Committee of Quang Nam province had sent a document to the Provincial Department of Culture, Sports and Tourism and the Provincial Investment and Construction Project Management Board regarding the drafting of a document to implement the conclusions of the Secretary of the Quang Nam Provincial Party Committee on the historical and cultural relics of the Huynh Thuc Khang Memorial House and the Central Central Region - Nuoc Oa Relic Area (Bac Tra My district). The document specifically requested the acceleration of the Huynh Thuc Khang Memorial House project, aiming for completion before March 24, 2025.
