At this meeting, the Central Inspection Committee reviewed and concluded the following contents:
1. Implementing the directives of the Central Steering Committee on preventing and combating corruption and negative phenomena; after reviewing the results of the inspection when there were signs of violations and the results of the self-criticism and proposed disciplinary action against the Party Committee of the People's Committee of Tuyen Quang province , the Central Inspection Committee found that: The Party Committee of the People's Committee of Tuyen Quang province violated the principle of democratic centralism and the working regulations; lacked responsibility and neglected leadership and direction, allowing the People's Committee of the province and many organizations and individuals to seriously violate the regulations of the Party and the laws of the State in the implementation of Package No. 26 of the Tuyen Quang - Phu Tho Expressway Project (implemented by Thuan An Group Joint Stock Company); some officials and Party members, including key officials of the province, violated the regulations of the Party and the laws of the State on preventing and combating corruption and negative phenomena, violated the regulations on what Party members are not allowed to do and the responsibility of setting an example.
The aforementioned violations have caused serious consequences, posing a significant risk of loss of state funds and assets, creating negative public opinion, and diminishing the prestige of the Party organization and local government, to the extent that disciplinary action is necessary. Responsibility for these violations and shortcomings rests with the Standing Committee of the Provincial Party Committee for the 2020-2025 term; the Party Committee of the Provincial People's Committee for the 2016-2021 and 2021-2026 terms; and comrades: Chau Van Lam, former Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Tran Viet Cuong, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Tuyen Quang City, former Secretary of the Party Branch, Director of the Project Management Board for Investment and Construction of Transportation Projects in Tuyen Quang Province; and several other Party organizations and Party members.
Considering the content, nature, extent, consequences, and causes of the violations; based on Party regulations, the Central Inspection Committee decided to impose disciplinary measures: Dismissal from all Party positions for Comrade Tran Viet Cuong; Warning against the Party Branch of the Tuyen Quang Provincial Transport Construction Investment Project Management Board for the 2020-2025 term and Comrade Ha Van Sang, Party Committee member and Deputy Director of the Management Board; Reprimand against the Party Committee of the Tuyen Quang Provincial People's Committee for the 2016-2021 and 2021-2026 terms and Comrade Ha Quoc Dung, Deputy Secretary of the Party Committee and Deputy Director of the Department of Construction. The Central Inspection Committee also decided to impose disciplinary measures on several related Party organizations and Party members.
The Central Inspection Committee has requested the competent authorities to consider and impose disciplinary measures on the Standing Committee of the Tuyen Quang Provincial Party Committee for the 2020-2025 term and Comrade Chau Van Lam.
The Central Inspection Committee requested the Standing Committee of the Tuyen Quang Provincial Party Committee to lead and direct the review and assessment of the responsibilities of relevant Party organizations and Party members in accordance with the conclusions of the Central Inspection Committee; and to promptly rectify the violations and shortcomings that have been pointed out.
2. After reviewing the report proposing disciplinary action against several Party organizations and Party members who violated regulations within the Phu Tho Provincial Party Committee , the Central Inspection Committee found that: The Standing Committee of the Provincial Party Committee for the 2010-2015 term and the Party Committee of the Phu Tho Provincial People's Committee for the 2011-2016 term violated the principle of democratic centralism and working regulations; lacked responsibility and neglected leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the implementation of projects and bidding packages carried out by Phuc Son Group Joint Stock Company; many cadres and Party members, including key provincial officials, have deteriorated in political ideology, ethics, and lifestyle, violating Party regulations and State laws on preventing and combating corruption and negative practices, violating regulations on what Party members are not allowed to do, and violating the responsibility of setting an example.
The aforementioned violations have caused very serious consequences, posing a significant risk of loss and waste of state funds and assets, creating negative public opinion, and diminishing the prestige of the Party organization and local government, to the extent that disciplinary action is necessary. Individual responsibility for the aforementioned violations and shortcomings rests with the following comrades: Ngo Duc Vuong, former Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Nguyen Doan Khanh, former Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Secretary of the Party Group, Chairman of the Provincial People's Council, Secretary of the Party Committee of the Provincial People's Committee; Hoang Dan Mac, former Secretary of the Provincial Party Committee, Secretary of the Party Group, Chairman of the Provincial People's Council, Secretary of the Party Committee of the Provincial People's Committee; Luu Quang Huy, Provincial Party Committee Member, Secretary of the Ha Hoa District Party Committee; and several other Party organizations and Party members.
Considering the content, nature, extent, consequences, and causes of the violations; based on the Party's regulations, the Central Inspection Committee decided to impose a Warning disciplinary measure on the Party Committee of the People's Committee of Phu Tho province for the 2011-2016 term.
The Central Inspection Committee has requested the competent authorities to consider and impose disciplinary measures on the Standing Committee of the Phu Tho Provincial Party Committee for the 2010-2015 term and comrades Ngo Duc Vuong, Nguyen Doan Khanh, and Luu Quang Huy.
3. After reviewing the inspection results regarding signs of violations by the Party Committee and the Secretary of the Party Committee, President of the Vietnam Confederation of Commerce and Industry, the Central Inspection Committee found that: The Party Committee of the Vietnam Confederation of Commerce and Industry violated the principle of democratic centralism and working regulations; lacked responsibility and neglected leadership and guidance, allowing the Vietnam Confederation of Commerce and Industry and many organizations and individuals to violate Party regulations and State laws in the development, promulgation, and implementation of regulations; organizational and personnel work; issuance of certificates of origin; management and use of land, finance, and assets; and implementation of investment projects.
Responsibility for the aforementioned violations and shortcomings rests with the Party Committee of the Vietnam Federation of Trade and Industry for the terms 2015-2020 and 2016-2021, and with comrades: Pham Tan Cong, Secretary of the Party Committee and President; Hoang Quang Phong, Deputy Secretary of the Party Committee and Vice President; Party Committee members and Vice Presidents: Vo Tan Thanh, Bui Trung Nghia, and several other party organizations and members.
The aforementioned violations have caused serious consequences, posing a risk of damage and waste of state funds and assets, creating negative public opinion, and diminishing the prestige of the Party organization and the Vietnam Confederation of Commerce and Industry, to the extent that disciplinary action is necessary. The Central Inspection Committee requests the Party Committee of the Vietnam Confederation of Commerce and Industry to coordinate the review, assessment of responsibility, and disciplinary action against Party organizations and members involved in the violations; to lead and direct the rectification of the identified violations and shortcomings, and to report the results to the Central Inspection Committee.
4. Considering the results of rectifying violations and shortcomings after the inspection , the Central Inspection Committee requests the Party Committee of the Vietnam Academy of Social Sciences to strictly implement the handling of violations according to the conclusions of the competent authority.
