Investing in the construction of social housing and housing for workers.

In 2024, the province strengthened inspection and supervision of the management and use of social housing, implemented the social housing loan program, resolved difficulties and obstacles in investment and construction of housing for workers, housing for low-income people, resettlement housing in industrial zones, and solutions to promote the stable, healthy, and sustainable development of the real estate market.

The average housing area is projected to reach approximately 29 /person, specifically: about 30.6 /person in urban areas; and about 27.68 /person in rural areas. The percentage of solid and semi-solid houses is 97.31%, while substandard and rudimentary houses account for 2.69%. In 2024, the province completed one worker accommodation project in an industrial park and is continuing to implement four social housing projects.

In addition, the province will review and evaluate the results of land allocation and the implementation of investment in the construction of social housing and housing for workers in concentrated industrial zones; strictly implement regulations on planning and land allocation for the development of social housing, and allocate land in detailed urban planning projects and new industrial zone construction plans to ensure social and technical infrastructure as prescribed.

Currently, there are no poor districts in the province that have been approved in Decision No. 353/QD-TTg dated March 15, 2022, of the Prime Minister approving the list of poor districts and especially difficult communes in coastal and island areas for the period 2021-2025.

In 2024, from the funds raised for the Poor, the province supported the construction of 314 new houses and the repair of 63 solidarity houses for poor households, near-poor households, and households with particularly difficult circumstances, worth 29.58 billion VND.

According to Project 338, the Prime Minister assigned the province a target of developing 11,900 social housing units by 2030 (5,000 units in the 2021-2025 period and 6,900 units in the 2026-2030 period). To date, the province has implemented 6,746 units; of which, 2,400 out of 5,000 units have been completed, reaching 48% of the overall target (2021-2025 period).

Currently, within the province, there are two housing development projects built as apartment buildings: the Provincial Public Housing project, put into use in 2006, is still within its prescribed lifespan and was renovated and repaired in 2022; and the Thanh Pho Vang social housing apartment complex is under construction but has not yet been inspected, certified, or put into operation. Additionally, there are 13 worker accommodation projects in industrial zones, built and put into use from 2015 to the present, which are also within their prescribed lifespan.

Based on Resolution No. 33/NQ-CP and Official Letter No. 1551/BXD-QLN dated April 20, 2023, from the Ministry of Construction guiding the determination of the list of projects, subjects, conditions, and criteria for preferential loans for the development of social housing, worker housing, and the renovation and reconstruction of apartment buildings, Tay Ninh province has instructed investors of social housing and worker housing projects to register their loan needs under the 120,000 billion VND credit program.

In addition, the province has announced a list of social housing projects requiring loans for one project, specifically: the Thanh Pho Vang Social Housing Apartment project, invested by Thanh Pho Vang Investment Joint Stock Company, as per Notice No. 1750/TB-UBND dated June 12, 2023.

2025: Real estate market recovers and stabilizes.

Over the past period, the province has regularly monitored and gathered information on market developments in the area to promptly handle and prevent situations of "overheating" or "freezing" in the market, the spreading of rumors, speculation to inflate real estate prices for profit, imbalances in supply and demand, and to ensure healthy operation according to market mechanisms.

The real estate market in the province is stable, with few transactions. The majority of real estate transactions recorded through notarization involve land plots for residential purposes within existing residential areas.

In implementing Directive No. 13/CT-TTg dated August 29, 2022, of the Prime Minister on a number of solutions to promote the safe, healthy, and sustainable development of the real estate market, and other directives from the Prime Minister on removing difficulties for the real estate market and housing development, the Provincial People's Committee has issued many implementing documents; at the same time, it has directed departments, agencies, and localities, according to their functions and duties, to strictly and effectively implement regulations to promote the sustainable development of the province's real estate market.

The real estate market is projected to recover and develop steadily in 2025, providing businesses with ample opportunities to access credit, issue bonds, and raise capital from customers to implement housing projects, social housing, and worker accommodation in industrial zones. Those eligible for social housing policies will have access to preferential policies and support, leading to an expected increase in real estate transactions, specifically the sale and purchase of social housing, in the coming period.
