Previously, the resettlement area for the Ninh Thuan 2 Nuclear Power Plant project was identified in Thai An village, Vinh Hai commune (Khanh Hoa province), with an area of 45 hectares. However, a part of this resettlement area is located within a 1km radius from the factory fence, which is confirmed by the Ministry of Science and Technology as a "no-residential area". In addition, the Ministry of Science and Technology also recommends that within a radius of 3 - 5km (emergency protection zone - PAZ), only natural population development is allowed, limiting schools, hospitals, and crowded entertainment areas to ensure the ability to respond when an incident occurs.
Therefore, to ensure safety, Khanh Hoa Provincial People's Committee assigned the Provincial Construction Investment Project Management Board to coordinate with Vinh Hai Commune People's Committee to survey and propose a number of new resettlement area locations that are within a radius of 3-5km.
After reviewing and checking, the authorities of Khanh Hoa province proposed 2 locations where resettlement areas can be built outside the PAZ emergency protection zone, including: Location 1 in Thanh Hai village (Vinh Hai commune), 6.8km from the reactor center, with a total expected area of about 83.84 hectares with 1,124 residential plots. Location 2 in Nhon Hai village (Vinh Hai commune), 8km from the reactor center, with a total expected area of about 76.63 hectares with 1,415 residential plots.

Mr. Trinh Minh Hoang, Vice Chairman of Khanh Hoa Provincial People's Committee, said that the selection of a new resettlement site for the project must be done carefully, in compliance with regulations; it is necessary to comprehensively consider aspects of social security, culture and environment. He requested relevant agencies and units to continue surveying, collecting opinions from the community and experts to have the most objective assessment. The construction of the resettlement area must have a clear plan for infrastructure, utilities, connecting roads, and at the same time arrange commercial service land and agricultural land to ensure livelihoods for people; ensure the legitimate and legal rights and interests of the people.
The Ninh Thuan nuclear power project was approved by the National Assembly to continue investment in November 2024, including 2 plants (each plant has 2 units) with a total capacity of about 4,600 MW. Ninh Thuan 1 nuclear power plant is located in Phuoc Dinh commune, Ninh Thuan 2 nuclear power plant is located in Vinh Hai commune (Khanh Hoa province). To implement the project, about 1,153 households will have to be relocated.
