Proposal to reduce driver's license fees for online applications starting January 1, 2024.

The proposal to reduce driving license fees if applying online from January 1, 2024 is the content of the Draft Circular amending and supplementing a number of articles of a number of Circulars regulating fee and charge collection of the Minister of Finance to encourage the use of online public services.

Article 3. Fee and charge rates

1. The fee for driving test; the fee for issuing licenses and certificates to operate on all types of vehicles and the fee for registering and issuing license plates for specialized motorbikes are specified in the Fee and Charge Schedule issued with this Circular.

2. In case organizations and individuals submit applications for new issuance, re-issuance, or exchange of driving licenses (national and international) via the online public service portal:

a) From the effective date of the Circular until December 31, 2025, the fee rate is 115,000 VND/issuance.

b) From January 1, 2026 onwards, the fee collection rate shall be applied according to the provisions in the Fee and Charge Collection Rate Schedule issued with this Circular.
