Recently, 28 Decrees have been issued regulating decentralization, delegation of power and division of authority between the Government and local authorities at two levels, creating a complete and clear legal corridor to organize and operate the local government system proactively, effectively, seamlessly and without interruption starting from July 1, 2025.
In particular, Decree 152/2025/ND-CP stipulates decentralization and delegation of powers in the field of emulation and commendation; details and guides the implementation of a number of articles of the Law on Emulation and Commendation, effective from July 1, 2025.
Accordingly, individuals achieving the title of "National Emulation Fighter" will be awarded a Certificate, frame, Badge, Badge box and a bonus of 4.5 times the basic salary, equivalent to more than 10.5 million VND.
Individuals who achieve the title of emulation fighter of the ministry, department, branch, or province will be awarded a Certificate, frame, badge, badge box, and a bonus of 3 times the basic salary, equivalent to more than 7 million VND.
Individuals who achieve the title of "Basic Emulation Fighter" will be awarded a Certificate, a frame and a bonus of one time the basic salary (equivalent to 2.34 million VND) and individuals who achieve the title of "Advanced Worker" or "Advanced Fighter" will be awarded 0.3 times the basic salary.
In addition to the title “Emulation Fighter”, workers and collectives can also achieve many other titles. The value of the bonus also differs for each title.
According to Article 23 of the 2022 Law on Emulation and Commendation, the title "Grassroots Emulation Fighter" must meet the following criteria:
- Meet the standards of the title "Advanced Worker" or "Advanced Soldier";
- Excellently completing tasks or having initiatives recognized by the facility or having scientific topics, scientific projects, scientific and technological works that have been accepted or intelligence and creativity in combat and combat service recognized by the unit.
- Achieve a rate of approval from the collective agency, unit or Emulation and Reward Council at the grassroots level of 80% or more.
