As of 5:15 PM on October 24, 2025, 34 out of 130 communes and wards in the province had not yet reported updated land data.

In implementing the campaign to "enrich and clean up the national land database," most communes and wards in Nghe An province have actively entered data and submitted periodic reports. However, according to the latest summary from the Department of Agriculture and Environment, as of 5:15 PM on October 24, 2025, 34 communes and wards in the province still have not updated their land data to the system, affecting the overall progress of the campaign.

During the implementation process, many localities in Nghe An province demonstrated flexibility and creativity in updating land data. Local authorities mobilized all available resources, dividing the review and data entry into stages scientifically to avoid duplication. Many areas organized task forces to visit each village and hamlet, mobilizing young, tech-savvy personnel and utilizing social media to disseminate information and guide the people. Allowing flexible document submission options, such as direct submission, photocopying, or sending photos via Zalo, helped speed up the process, reduce pressure on officials, and maximize convenience for the people.

However, according to an updated report from the Surveying and Remote Sensing Department of the Nghe An Department of Agriculture and Environment, as of 5:15 PM on October 24, 2025, 34 communes in the province have still not reported updated land data.

The list of localities that have not yet reported updated land data includes: An Châu commune, Diễn Châu commune, Chiêu Lưu commune, Huồi Tụ commune, Keng Đu commune, Mường Típ commune, Mường Xén commune, Mỹ Lý commune, Na Ngoi commune, Nậm Cắn commune, Kim Liên commune, Nam Đàn commune, Thiên Nhẫn commune, Hải Lộc commune, Nghi Lộc commune, Trung Lộc commune, Văn Kiều commune, Tri Lễ commune, Châu Bình commune, Châu Hồng commune, Quỳnh Anh commune, Quỳnh Thắng commune, Quỳnh Văn commune, Giai Xuân commune, Tân Phú commune, Thái Hòa ward, Kim Bảng commune, Hữu Khuông commune, Hợp Minh commune, Quan Thành commune, Quang Đồng commune, Vân Tụ commune, Mậu Thạch commune and Môn Sơn commune.

These are the units that have not yet submitted reports or entered data as required; they need to urgently complete this to ensure the overall progress of the campaign to "enrich and clean" the national land database in the province.

In response to this situation, on October 24th, the Department of Agriculture and Environment issued Official Letter No. 9638 regarding "Reporting on the results of monitoring the compliance of People's Committees of communes and wards with the daily reporting regime (before 4 PM) on the results of the campaign to enrich and clean up the national land database in their localities."

According to the Department of Agriculture and Environment, in implementing Notice No. 890/TB-UBND dated October 22, 2025, of the Provincial People's Committee on the conclusions of the Head of the Steering Committee for the campaign, the Department, as the Standing Agency of the Provincial Steering Committee, quickly developed a unified form and provided specific guidance to localities on entering and submitting daily reports before 4 PM. The Department also directed its subordinate units and members of the Steering Committee's working group to regularly monitor communes and wards via telephone, Zalo groups, and online channels, ensuring timely updates on the progress of collecting, digitizing, and entering data from land use right certificates.

However, some wards and communes have not yet implemented the reporting regime as prescribed. This delay not only hinders the compilation and evaluation of results across the province but also poses a potential risk to the progress of completing the Campaign as required by Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025, of the Ministry of Public Security and the Ministry of Agriculture and Environment, as well as Plan No. 762/KH-UBND dated September 16, 2025, of the People's Committee of Nghe An province.

In light of this situation, the Department of Agriculture and Environment proposes that the Provincial People's Committee and the Head of the Provincial Steering Committee issue a written reprimand to the Chairmen of the People's Committees and People's Committees of communes and wards for failing to comply with the daily reporting regime; provide feedback to the Party Secretaries of communes and wards to pay attention to directing the organization and implementation of the Campaign to enrich and clean up the national land database in their localities; continue to urge and require the People's Committees of communes and wards to accelerate the progress of the Campaign in their areas; and request members of the Steering Committee, the Working Group of the Provincial Steering Committee, and relevant agencies and units to focus on urging localities within their respective areas of responsibility…

Completing the land database is not only a management requirement but also a key task in the digital transformation of the agriculture and environment sectors. When the system is "enriched" and "cleaned," land information will become more transparent, supporting citizens in searching for information and carrying out administrative procedures quickly and accurately. Therefore, accelerating the data update process in the remaining communes is an urgent requirement for Nghe An to complete the task on time, contributing to building a unified land data platform to serve socio-economic development and effective state management.
