In accordance with the Law on Organization of Local Government of 2015, and with the unanimous agreement of the Standing Committee of the Provincial Party Committee, today, the 15th Ninh Binh Provincial People's Council solemnly opens its 22nd session - the regular mid-year session as prescribed by law. On behalf of the Standing Committee of the Provincial People's Council, I would like to respectfully introduce the distinguished guests attending and guiding this session:
- We are pleased to introduce Comrade Nguyen Thi Thanh, Member of the Central Committee of the Communist Party of Vietnam, Vice Chairperson of the National Assembly of the Socialist Republic of Vietnam.
- We would like to respectfully introduce comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee.

- We are pleased to introduce: Members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; leaders of the Provincial Committee of the Vietnam Fatherland Front; leaders of the Provincial National Assembly Delegation, National Assembly deputies, deputies from various departments and agencies of the National Assembly; members of the Provincial People's Council; leaders of provincial departments, boards, branches, and organizations; heads of central agencies located in the province; Secretaries of district and city Party Committees, Party Committees of the Provincial Agencies and Enterprises Bloc; Chairmen and Vice-Chairmen of the People's Councils, Chairmen of the People's Committees, Chairmen of the Vietnam Fatherland Front Committees of districts and cities; grassroots voters; and central and provincial press agencies attending and reporting on the session.
On behalf of the Standing Committee of the Provincial People's Council, I would like to respectfully extend my best wishes for good health, family happiness, and success to the Vice Chairman of the National Assembly , the provincial leaders, distinguished guests, members of the Provincial People's Council, voters, and people of the province.

In the first six months of 2024, based on legal regulations and the actual situation of the province, and under the direction of the Standing Committee of the Provincial Party Committee, the Provincial People's Council successfully held three sessions to consider and resolve emerging and unexpected issues within its authority; the Provincial People's Council passed 39 resolutions. The organization of these sessions resulted in the timely issuance of many important decisions, contributing to the effective implementation of planning, promoting investment attraction, socio-economic development, and fulfilling the province's political tasks.
Implementing the resolutions of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the resolutions of the Provincial People's Council, all levels, sectors, and localities have promptly and decisively implemented the province's political tasks comprehensively and achieved important results: The GRDP growth rate reached 8.19%, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta region; industrial production achieved a relatively high growth rate; agricultural production yielded a good harvest; the movement to build advanced and model new rural areas achieved many positive results; tourism and services recovered and developed rapidly. Culture and society progressed, social security was ensured, and the material and spiritual lives of the people continued to improve. Planning work was given attention and promoted; investment promotion continued to be prioritized; local defense and military were strengthened; political security and social order and safety were ensured. The handling of complaints and denunciations has been a focus of attention . However, production still faces many difficulties regarding raw materials and product markets; the revenue from land use fees allocated to the provincial budget is lower than the target set by the Provincial People's Council.

Dear voters and people of the province!
At this session, the Provincial People's Council will consider, discuss, and decide on the following main issues:
Firstly, the Provincial People's Council will review reports from the Provincial People's Committee and various departments, assessing the achievements in the fields of socio-economic development, national defense and security; and the direction, management, and implementation of resolutions of the Provincial People's Council. Simultaneously, it will objectively and comprehensively evaluate shortcomings and limitations, clarifying their causes; and based on this, determine specific, feasible tasks and solutions to strive for the completion of the province's socio-economic targets for 2024, contributing to the successful implementation of the five-year socio-economic development plan for the period 2021-2025.
Secondly, the Provincial People's Council will consider the work reports of the Standing Committee of the Provincial People's Council and its Committees; the report on the results of monitoring the resolution of voters' opinions and recommendations before the 17th session of the Provincial People's Council; the summary report of voters' opinions and recommendations before the mid-year regular session of the 15th Provincial People's Council in 2024; and several other important reports. The exercise of oversight through questioning will focus on two groups of issues of concern to voters and the public: "Issues concerning the maintenance and development of provincial-level OCOP products" and "Issues concerning the reorganization of the organizational structure and implementation of the autonomy mechanism for public service units under the Health sector".
Thirdly, at this session, the Provincial People's Council will consider and approve 13 draft resolutions to promptly institutionalize the Party's guidelines and policies, the State's laws and regulations, and meet the requirements of development. These include policies to support redundant officials, civil servants, and employees of agencies, organizations, and units at the district level, as well as officials, civil servants, and non-specialized personnel at the commune, village, and neighborhood levels due to the reorganization of district and commune-level administrative units in the province; policies to support collectives and individuals who perform well in population work in the province; targeted supplementary budget allocations for 2024 for districts and cities; and draft resolutions on approving investment projects.

Dear voters and people of the province!
The 22nd session of the 15th Provincial People's Council has a large workload with many important issues, attracting the attention of voters and the people of the province. On behalf of the Standing Committee of the Provincial People's Council, I request that the delegates of the Provincial People's Council uphold a high sense of responsibility, promote democracy, focus their intellect, carefully study the content of the session and the draft resolutions, clearly express their opinions when discussing and deciding on issues presented at the session; at the same time, actively participate in questioning, clarify the responsibilities of collectives and individuals, propose solutions to overcome existing shortcomings and limitations that have been and are being of great concern to voters, making an important contribution to socio-economic development, ensuring security and defense, and fulfilling the political tasks of the province.
The Provincial People's Council hopes that voters and the people of the province will take the time to follow and monitor the activities of the session, and participate in contributing opinions so that the Provincial People's Council can continue to innovate and improve the quality of its activities, so that the Provincial People's Council truly becomes a state power organ at the local level, meeting the expectations and trust of voters and the people of the province.
With such content and significance, on behalf of the Standing Committee of the Provincial People's Council, I hereby declare the 22nd session of the 15th Provincial People's Council, term 2021-2026, open.
We wish the Vice Chairman of the National Assembly, the Secretary of the Provincial Party Committee, the leaders of the Central Government and the province, distinguished guests, members of the Provincial People's Council, voters, and people of the province good health and family happiness. We wish the session great success.
