The 22nd session of the 15th Provincial People's Council was discussed in groups.

On the afternoon of July 9th, the Provincial People's Council held group discussions to provide feedback on reports, proposals, and draft resolutions to be presented at the 22nd session of the 15th Provincial People's Council, term 2021-2026.

Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, participated in the discussion at Group No. 1 (comprising delegates from the Provincial People's Council of Yen Mo and Yen Khanh districts); Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, participated in the discussion at Group No. 2 (comprising delegates from the Provincial People's Council of Ninh Binh city and Hoa Lu district); Group No. 3 included delegates from the Provincial People's Council of Tam Diep city and Nho Quan district; and Group 4 included delegates from the Provincial People's Council of Gia Vien and Kim Son districts.

During the group discussions, the provincial People's Council delegates demonstrated a high sense of responsibility and intellectual prowess, focusing on evaluating the preparation for the session, the activities of the People's Council, and its members. Accordingly, the delegates highly appreciated the decisive leadership and close coordination between the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and relevant departments in preparing the session's content. In particular, the 22nd session was the first time documents were sent early, allowing delegates and the People's Council committees sufficient time to study and improve the quality of the review process. The reports and draft resolutions were meticulously and thoroughly prepared, resulting in improved quality.

The activities of the Provincial People's Council and its members have undergone many innovations, affirming its role as a local state power organ. The supervisory activities of the Provincial People's Council, its Standing Committee, and its various committees have been strengthened, focusing on key issues and receiving attention and high praise from the public and voters. Provincial People's Council members have actively innovated and improved the quality of their interactions with voters, listening to and fully reflecting their opinions and suggestions; demonstrating their full responsibility in fulfilling the trust placed in them by the voters and the people.

Commenting on the Report on the implementation of the socio- economic development plan for the first six months of 2024 and the direction and tasks for the last six months of 2024, the delegates stated that the report accurately, correctly, fully, and comprehensively assessed all areas. In particular, it affirmed that: Despite many difficulties and challenges, the province's socio-economic development continues to achieve many positive and comprehensive results.

The province's GRDP growth rate reached 8.19%, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta region; industrial production achieved a relatively high growth rate; agricultural production yielded a good harvest; the movement to build advanced and model new rural areas achieved many positive results; tourism and services recovered and developed rapidly. Culture and society progressed, social security was ensured, and the material and spiritual lives of the people continued to improve and be enhanced; the average per capita income in Ninh Binh province in 2023 reached 5.33 million VND/month, ranking 11th out of 63 provinces and cities nationwide and 6th in the Red River Delta region…

This result affirms the close and timely leadership and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, especially the correct decisions of the Provincial People's Council passed at its sessions, which have provided timely and important support, creating a great impetus for the province's development.

However, the delegates also requested the Provincial People's Committee to add to the Report an assessment of the disbursement results of national target programs; the health insurance coverage rate, the number of people participating in health insurance and compulsory social insurance, the amount of outstanding and delayed social insurance contributions, and social insurance withdrawals; and an assessment of the rate of students being directed to vocational training after graduating from junior and senior high school... At the same time, they requested clarification of the causes and additions to some existing shortcomings and limitations: the revenue from land use right auctions is still low; environmental pollution still occurs in some areas; criminal offenses remain at a high level; some voter recommendations are still unresolved and have not been definitively addressed…

The delegates also suggested the need to clearly identify difficulties and challenges and implement fundamental and appropriate solutions to achieve the target of a GRDP growth rate of 8% or higher for the whole year of 2024. Specifically, they proposed that the Provincial People's Committee focus on addressing difficulties for the business community; implement appropriate budget management solutions that both serve economic development and ensure social welfare; pay attention to addressing difficulties in budget revenue collection, especially revenue from land use rights auctions; focus on attracting large investors to develop infrastructure for tourism, entertainment, and cultural industries; thoroughly implement the Politburo's Directive on Party congresses at all levels leading up to the 14th National Congress of the Party and related documents; conduct checks on the responsibility of heads of departments in preventing and combating corruption and negative practices; and improve the handling of citizen complaints and denunciations. Continue to direct the implementation of effective solutions in crime prevention, especially cyber fraud; pay attention to resolving the requests of voters that have been repeatedly submitted.

We propose that the Provincial People's Committee pay attention to implementing effective solutions to ensure the safety of students and prevent acts of violence and abuse in educational institutions; prioritize investment in, repair, and restoration of dilapidated historical relics and promote the value of historical relics in conjunction with tourism development; implement solutions to encourage people to participate in using online public services; and prioritize the construction of clean water plants and waste treatment facilities…

Commenting on the reports and draft resolutions presented at the session, the delegates generally agreed on the necessity of issuing these resolutions to promote the socio-economic development of the province. The delegates also offered suggestions on the format, wording, and some content to ensure they are coherent, logical, legally sound, highly feasible, and meet the legitimate needs and aspirations of voters and the people of the province.

Regarding the Proposal for the issuance of a Resolution stipulating a number of support policies for collectives and individuals who perform well in population work in Ninh Binh province, the delegate requested the Provincial People's Committee to direct the strengthening of widespread propaganda work so that voters, the people, and all levels and sectors can participate in order for the resolution to quickly come into life and be effective.

Regarding the proposal for the issuance of a Resolution stipulating support policies for redundant officials, civil servants, and employees of agencies, organizations, and units at the district level, as well as officials and civil servants at the commune level, and non-specialized personnel at the commune, village, and residential group levels due to the reorganization of district and commune-level administrative units in Ninh Binh province, the delegate suggested considering the regulation of support levels for non-specialized personnel to be consistent with the allowance levels of equivalent policies already issued by the Provincial People's Council and to be appropriate to the actual conditions of the province in the current period.
