On December 11th, the People's Committee of Hai Chau District, Da Nang City, responded to information regarding allegations that officials from the District's Urban Regulations Inspection Team collected money from traffic violators through personal bank accounts.
According to the Hai Chau District People's Committee, on December 9, 2024, Mr. Nguyen Van Que (an official from the District Urban Regulations Inspection Team seconded to work at the Hai Chau 2 Ward People's Committee) along with other functional forces of the Hai Chau 2 Ward People's Committee inspected urban order on alley K269 Ong Ich Khiem, Da Nang.
During a patrol, authorities discovered Ms. Huynh Thi Ha (residing in Son Tinh, Quang Ngai ) parking her motorbike and goods on alleyway K269 Ong Ich Khiem, causing disruption to traffic safety.
Mr. Nguyen Van Que issued an administrative violation report in accordance with point b, clause 3, Article 12 of Government Decree No. 100/2019/ND-CP dated December 30, 2019, with a fine ranging from 500,000 VND to 1,000,000 VND (the average fine being 750,000 VND). Ms. Huynh Thi Ha admitted to the violation and voluntarily signed the administrative violation report.
Citizens have reported on the social media platform Facebook about the behavior of urban regulations officers.
According to the prescribed procedures, after drawing up a record of administrative violations, the People's Committee of Hai Chau 2 Ward will issue a decision on administrative penalties. After receiving the decision on administrative penalties, citizens will pay the fine and present the payment receipt to the authorities.
Due to the distance, Ms. Huynh Thi Ha requested to pay the fine immediately and was instructed by Mr. Nguyen Van Que to write a deposit slip for the fine of 750,000 VND, which was the exact amount of the fine due upon receiving the administrative violation penalty decision.
Because she didn't have enough cash, Ms. Huynh Thi Ha asked Mr. Que for his bank account number to transfer money to pay the fine on her behalf, and Mr. Que provided his personal bank account number for the transfer.
According to the Hai Chau District People's Committee, although Mr. Nguyen Van Que's actions stemmed from the intention to help citizens and were not driven by self-interest (receiving the correct amount of the fine that citizens were required to pay), he did not follow the procedures stipulated by law, creating negative public opinion.
Therefore, the District People's Committee has temporarily suspended official Nguyen Van Que from his duties for 15 days starting from December 11th to allow relevant authorities to conduct an investigation, clarify the matter, and handle it according to regulations.
