On the morning of August 8th, Comrade Nguyen Duy Hung, Deputy Head of the Central Economic Committee's Steering Committee, along with a delegation, worked at Cam Ngoc Forestry Company (Cam Thuy, Thanh Hoa) on the situation regarding the restructuring and reform of agricultural and forestry companies according to Resolution No. 30-NQ/TW and Conclusion No. 82-KL/TW of the Politburo .

Attending the working session were: Mr. Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; Mr. Mai Xuan Liem, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and representatives of the leaders of relevant departments of the province and Cam Thuy district.

According to a report by Cam Ngoc Forestry Company, in May 2017, after the company was transferred to the management of the Thanh Hoa Provincial People's Committee, the Provincial People's Committee directed the company to develop a restructuring and innovation plan to improve production and business efficiency.
In 2018, based on the Project, the Provincial People's Committee developed a comprehensive plan for restructuring and reform, which was appraised by the Ministry of Agriculture and Rural Development and submitted to the Prime Minister.

However, currently the company remains a dependent accounting unit, lacking legal personality, and its organization and operations are still undefined, leading to difficulties in production and business. Therefore, despite being transferred to Thanh Hoa province seven years ago, the company has not yet been able to complete the restructuring and reform according to Resolution No. 30-NQ/TW and Conclusion No. 82-KL/TW of the Politburo.

The Chairman of the People's Committee of Cam Thuy District gave his remarks.
Currently, the company's infrastructure is old and has almost reached the end of its depreciation period. Its assets, including planted forests and other tree species, have been damaged by natural disasters. The company lacks investment capital and has limited financial resources, resulting in a low investment rate in planted forests and consequently, low product value. Employee morale remains unstable due to the failure to implement the company's restructuring and operational model, leading some employees to request transfers or resign. The company's debt to the Vietnam Paper Corporation remains unresolved.
Over the years, the company has strived to maintain production to create jobs and generate revenue to cover employee salaries, social insurance contributions, and other related benefits.

During the working session, members of the Central Economic Committee's working group requested that Cam Ngoc Forestry Company clarify issues such as: the company's relationship with the managing agency and contracted households; the company's main production and business activities; production and business results since its handover to Thanh Hoa province; the basis for the company's data in its report to the working group; land management and forest protection; and overlapping land areas managed by the company...

Speaking at the meeting, Deputy Head of the Central Economic Committee Nguyen Duy Hung acknowledged the efforts of Cam Ngoc Forestry Company in overcoming difficulties to implement Resolution No. 30 and Conclusion No. 82 of the Politburo in the past period.
The company's report and feedback from relevant departments of Thanh Hoa province and the People's Committee of Cam Thuy district provided the delegation with additional information and a more accurate assessment of the difficulties, shortcomings, and limitations currently faced by agricultural and forestry companies.
Based on the company's opinions and suggestions, the Central Economic Committee will compile them and forward them to relevant ministries and agencies for specific solutions to promptly address the shortcomings and inadequacies.
