Implementing the 2023 foreign affairs program, the National Assembly's Ethnic Council delegation led by Vice Chairman of the National Assembly, Chairman of the Vietnam-Brazil Friendship Parliamentarians' Group Nguyen Lam Thanh visited and worked in Brazil from August 7-10.
During the visit to the capital Brasilia, the delegation worked with Chairman of the Brazil-Vietnam Parliamentary Friendship Group Marcio Honaiser and Chairman of the Committee on Human Rights, Minorities and Racial Equality in the House of Representatives Luzianne Lins, Head of the Foreign Affairs Committee of the Federal District Paco Brito.
In Sao Paolo state, the delegation worked with Head of the State Foreign Affairs Department Lucas Ferraz, Head of the State Justice Department Fabio Prieto, Head of the State Justice Department for Citizens Raul Christiano Sanchez, and Head of the State Justice Department for People of Color Marco Rocha.
At the meetings and contacts, Vice Chairman of the National Assembly's Ethnic Council Nguyen Lam Thanh emphasized that the purpose of the visit is to promote friendly relations and cooperation between the National Assembly's Ethnic Council of Vietnam and the Committee on Human Rights, Ethnic Minorities and Racial Equality in the Brazilian House of Representatives on issues related to protecting the rights and interests of vulnerable ethnic minority communities.
The two sides highly appreciated the close cooperation between the Parliamentary Friendship Groups of the two National Assemblies, thereby promoting relations between the two National Assemblies and contributing to elevating the Vietnam-Brazil Comprehensive Partnership.
On this occasion, Vice Chairman of the National Assembly's Council for Ethnic Affairs Nguyen Lam Thanh conveyed the greetings of National Assembly Chairman Vuong Dinh Hue to President of the Brazilian Senate Rodrigo Pacheco and President of the House of Representatives Arthur Lira through the Chairman of the Friendship Parliamentarians' Group of the Brazilian House of Representatives; and also invited Brazilian parliamentarians to attend the 9th Global Conference of Young Parliamentarians jointly organized by the IPU and the Vietnamese National Assembly in September 2023.
In order to promote the Vietnam-Brazil bilateral relationship to a new height, the Vice President of the National Assembly's Ethnic Council expressed his hope that in the coming time, the two sides will continue to promote the exchange of delegations at all levels; maintain the implementation of the Political Consultation mechanisms between the two Foreign Ministries and the Intergovernmental Committee to review the progress of cooperation and further expand research in areas of mutual interest.
Emphasizing that Vietnam is an important partner of Brazil, the Brazilian representatives welcomed the working visit of the Vietnamese National Assembly Delegation and expressed their belief that the visit of the Delegation as well as the cooperation activities between the Friendship Parliamentarians' Groups of the two National Assemblies in the coming time will contribute to deepening the relationship between the two countries and the two National Assemblies, and at the same time realize the signed cooperation agreements.
The two sides were pleased to note the record two-way trade growth of 6.78 billion USD and 3.3 billion USD in the first 6 months of 2023 alone. The two Friendship Parliamentarians' Groups pledged that the Group will play a pivotal role in promoting cooperation between the two countries' National Assemblies; thereby contributing to promoting bilateral relations in the fields of politics, economy, culture, people-to-people exchange, especially mutual support in regional and international forums.

The Secretary of Foreign Affairs of the Federal District of Brasilia expressed his desire to cooperate with Vietnamese cities in many fields, especially in the fields of biotechnology, clean energy and cultural exchange activities in the capital Brasilia so that Brazilian people can better understand the Vietnamese people.
With the participation of National Assembly delegates from Vietnamese provinces, Mr. Nguyen Lam Thanh also expressed his wish to strengthen cooperation between Vietnamese provinces and Brazilian states through city twinning activities, especially in areas where both sides have strengths.
Chairwoman of the Ethnic Committee Luzianne Lins expressed her admiration for a heroic Vietnam in the struggle for national liberation and congratulated Vietnam on its recent achievements. She also discussed Brazil's policies towards ethnic minorities, especially policies to support poor children and tribes in the Amazon region, as well as the challenges and difficulties the Brazilian government faces such as environmental issues, social security and security and order due to the increasing number of immigrants to Brazil.

The Vice Chairman of the National Assembly's Council for Ethnic Minorities shared information about the policies of the Party and State of Vietnam towards ethnic minority and mountainous areas; at the same time, he emphasized that the Vietnamese Government always pays attention to and implements many ethnic policies and guidelines, contributing to stable development and improving all aspects of material and spiritual life for ethnic people.
Sao Paulo State Foreign Affairs Secretary Lucas Ferraz affirmed that Brazil in general and Sao Paulo State in particular always consider Vietnam an important trade partner. In particular, Vietnam is the second largest trade partner of Campinas city, one of the important economic centers of the state. State Attorney General Fabio Prieto, State Attorney General Raul Christiano Sanchez, and State Attorney General Marco Rocha also shared the experiences of the state of São Paulo in providing educational, health and financial support to immigrants and people in difficult circumstances.
São Paulo State is the leading state in the country's economic sector with a diversified economy, accounting for 57% of GDP and 23% of the country's population. This is where businesses, as well as investment projects, and Brazil's most important infrastructure are concentrated. In addition, the delegation of the National Assembly's Ethnic Council and the Vietnam-Brazil Friendship Parliamentarians' Group visited a number of Brazilian residential establishments and worked with the Vietnamese Embassy in Brasilia, the Vietnamese Trade Office in Sao Paolo, and met and encouraged the Vietnamese community currently living and doing business in Brazil.
