As part of the 2023 foreign affairs program, a delegation from the National Assembly's Ethnic Council, led by Vice Chairman of the Ethnic Council and Chairman of the Vietnam-Brazil Parliamentary Friendship Group Nguyen Lam Thanh, visited and worked in Brazil from August 7-10.
During their visit to Brasilia, the delegation met with Marcio Honaiser, Chairman of the Brazil-Vietnam Parliamentary Friendship Group, Luzianne Lins, Chair of the Committee on Human Rights , Minorities and Racial Equality in the House of Representatives, and Paco Brito, Head of the Foreign Affairs Department of the Federal District.
In the state of Sao Paulo, the delegation worked with the Head of the State's Foreign Affairs Department, Lucas Ferraz; the Head of the State's Justice Department, Fabio Prieto; the Head of the State's Justice Department for Citizens, Raul Christiano Sanchez; and the Head of the Justice Department for People of Color, Marco Rocha.
During the meetings and interactions, Vice Chairman of the National Assembly's Ethnic Council Nguyen Lam Thanh emphasized that the purpose of the visit was to promote friendly relations and cooperation between the Ethnic Council of the Vietnamese National Assembly and the Committee on Human Rights, Minorities and Racial Equality in the Brazilian House of Representatives on issues related to protecting the rights and interests of vulnerable ethnic minority communities.
Both sides highly appreciated the close cooperation between the Parliamentary Friendship Groups of the two Parliaments, thereby promoting relations between the two Parliaments and contributing to elevating the Vietnam-Brazil Comprehensive Partnership.
On this occasion, Vice Chairman of the National Assembly's Ethnic Council Nguyen Lam Thanh conveyed the greetings of National Assembly Chairman Vuong Dinh Hue to the President of the Brazilian Senate Rodrigo Pacheco and the President of the House of Representatives Arthur Lira through the Chairman of the Parliamentary Friendship Group of the Brazilian House of Representatives; and also extended an invitation to the Brazilian parliamentarians to attend the 9th Global Conference of Young Parliamentarians, jointly organized by the IPU and the Vietnamese National Assembly in September 2023.
To promote the Vietnam-Brazil bilateral relationship to a new level, the Vice Chairman of the National Assembly's Ethnic Council expressed his desire for the two sides to continue promoting exchanges of delegations at all levels; maintain and implement the Political Consultations mechanisms between the two Ministries of Foreign Affairs and the Intergovernmental Committee to review the progress of cooperation and explore further expansion in areas of mutual interest.
Emphasizing that Vietnam is an important partner of Brazil, the Brazilian representatives welcomed the working visit of the Vietnamese National Assembly delegation and expressed confidence that the visit, as well as future cooperation activities between the two Parliamentary Friendship Groups, will contribute to deepening the relationship between the two countries and the two Parliaments, and realize the signed cooperation agreements.
Both sides were pleased to note the record growth in bilateral trade, reaching US$6.78 billion, and US$3.3 billion in the first six months of 2023 alone. The two Parliamentary Friendship Groups pledged that they would play a core role in promoting cooperation between the two countries' parliaments; thereby contributing to the advancement of bilateral relations in the political, economic, cultural, and people-to-people fields, especially in supporting each other in regional and international forums.

The Secretary for Foreign Affairs of the Federal District of Brasilia expressed a desire to cooperate with Vietnamese cities in various fields, particularly in biotechnology, clean energy, and cultural exchange activities in the capital Brasilia to help Brazilians better understand the Vietnamese people.
With the participation of National Assembly delegates from provinces of Vietnam, Mr. Nguyen Lam Thanh also expressed his desire to strengthen cooperation between provinces of Vietnam and states of Brazil through city-to-city twinning activities, especially in areas where both sides have strengths.
Chairperson of the Nationalities Commission, Luzianne Lins, expressed admiration for a heroic Vietnam in its struggle for national liberation and congratulated Vietnam on its recent achievements. She also discussed Brazil's policies toward ethnic minorities, particularly those aimed at supporting impoverished children and tribes in the Amazon region, as well as the challenges and difficulties the Brazilian government faces, such as environmental issues, social welfare, and security due to the increasing number of immigrants to Brazil.

The Vice Chairman of the National Assembly's Ethnic Council shared information about the policies of the Vietnamese Party and State towards ethnic minority and mountainous regions; and emphasized that the Vietnamese Government always pays attention to and implements many ethnic policies, contributing to stable development and improving all aspects of the material and spiritual lives of ethnic people.
São Paulo State Secretary for Foreign Affairs Lucas Ferraz affirmed that Brazil in general and São Paulo State in particular have always considered Vietnam an important trading partner. Specifically, Vietnam is the second largest trading partner of Campinas, one of the state's important economic centers. São Paulo State hopes to further strengthen cooperation with Vietnam in the fields of trade, clean energy, and climate change mitigation.
State Justice Director Fabio Prieto, State Citizen Justice Director Raul Christiano Sanchez, and State Justice Director for People of Color Marco Rocha also shared São Paulo's experiences in providing educational, healthcare, and financial support to immigrants and people in difficult circumstances.
The state of São Paulo is a leading economic state in the country, with a diversified economy accounting for 57% of the national GDP and 23% of the population. It is home to a large concentration of businesses, as well as some of Brazil's most important investment and infrastructure projects. Therefore, the state is eager to expand cooperation with Vietnam and attract more Vietnamese investors in infrastructure, road transport, agriculture, and especially to develop a joint coffee brand for both countries.

In addition, the delegation of the National Assembly's Ethnic Council and the Vietnam-Brazil Friendship Parliamentary Group visited several residential areas in Brazil and worked with the Vietnamese Embassy in Brasilia, the Vietnamese Trade Office in Sao Paulo, and met with and encouraged the Vietnamese community currently living and working in Brazil.
