During the period from 2009 to 2023, agencies and units in Muong Lay town coordinated and implemented many specific and effective measures to ensure traffic safety and order in the area. These measures focused on promoting awareness campaigns to build a culture of traffic safety among the people.
The town's police force has intensified patrols and inspections on key routes and areas. Over the past 15 years, the local traffic police have conducted more than 550,220 patrols and inspections, with nearly 100,500 officers and soldiers participating. Through these inspections, they detected and issued administrative violation reports for 4,050 cases, collecting over 1.62 billion VND for the state budget.
During that period, the town recorded 13 road traffic accidents, resulting in 25 injuries and 3 deaths. From 2015 to 2023, no waterway traffic accidents occurred.
However, after 15 years of implementing the 2008 Road Traffic Law in the area, many shortcomings have emerged. Some regulations no longer meet practical requirements, giving rise to many difficulties, especially regarding the regulations and delineation of tasks and powers of functional agencies, and the content of the law is not specific enough… leading to many difficulties in implementation.
Therefore, the town proposes that the National Assembly promptly discuss and unanimously approve the Law on Ensuring Traffic Safety and the Law on Road Traffic, and on that basis, promptly issue decrees and legal documents to organize their implementation.
On behalf of the supervisory delegation, Ms. Lo Thi Luyen, Deputy Head of the Standing Committee of the Provincial National Assembly Delegation, acknowledged the serious efforts made by Muong Lay town in implementing policies and legal regulations on ensuring traffic safety in the past period. She also requested that the town pay more attention to waterway traffic safety in the future; especially by strengthening management, control, licensing, and training activities to improve the knowledge of vessel owners.
Regarding the town's recommendations and the feedback from representatives of agencies, units, and members of the supervisory delegation on shortcomings related to ensuring road traffic safety, the provincial National Assembly delegation will receive and compile them to report to the National Assembly and relevant ministries and agencies for consideration and resolution within their authority.
