Provincial National Assembly Delegation Conducts Special Supervision in Muong Lay Town

Comrade Lo Thi Luyen, Deputy Head of the Provincial National Assembly Delegation, spoke at the meeting.

During the period of 2009 - 2023, agencies and units in Muong Lay town have coordinated to deploy many specific and effective measures to ensure traffic safety and order in the area. In particular, focusing on promoting propaganda activities to build awareness and traffic culture for each citizen.

The town police have stepped up patrolling and controlling on key routes and areas. In 15 years, the local traffic police have conducted more than 550,220 patrols and controls, with nearly 100,500 officers and soldiers participating. Through inspections, 4,050 cases of administrative violations were detected and recorded, and over 1.62 billion VND was collected for the budget.

During the period, the town recorded 13 road traffic accidents, injuring 25 people and killing 3. From 2015 to 2023, there were no waterway traffic accidents.

Colonel Vu Tien Dung, Deputy Director of the Provincial Police Department, gave his opinion at the meeting.

However, after 15 years of implementing the 2008 Road Traffic Law, many shortcomings have been revealed in the area. Some regulations no longer meet practical requirements, causing many problems, especially regulations, division of tasks and powers of functional agencies, and the content of the law is not specific... leading to many difficulties in implementation.

Therefore, the town recommends that the National Assembly soon discuss and unanimously pass the Law on Ensuring Traffic Safety and Order and the Law on Road Traffic, on that basis, soon issue Decrees and legal documents to organize implementation.

Comrade Hoang Van Quyen, Chairman of Muong Lay Town People's Committee, spoke to clarify some contents on traffic safety work.

On behalf of the monitoring delegation, Comrade Lo Thi Luyen, Deputy Head of the Provincial National Assembly Delegation, acknowledged the serious efforts in implementing policies and legal regulations on traffic safety of Muong Lay town in the past time. At the same time, she requested that the town pay more attention to waterway traffic safety in the coming time; especially promoting management, control, licensing and training activities to improve knowledge for vehicle owners.

Regarding the recommendations of the town as well as comments from representatives of agencies, units, and members of the monitoring delegation on shortcomings related to ensuring road traffic safety and order, the provincial National Assembly delegation received and synthesized them to report to the National Assembly and relevant ministries and branches for consideration and resolution according to their authority.
