On the morning of August 23rd, the Quang Ninh Provincial National Assembly Delegation's monitoring delegation, led by Ms. Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, held a working session with Cam Pha City as part of a thematic monitoring plan on the implementation of policies and laws regarding the preservation and promotion of cultural heritage values in Quang Ninh province.

Currently, Cam Pha City has 25 historical sites (including 1 special national-level site, 3 national-level sites, 5 provincial-level sites, and 16 sites that have been inventoried); and 42 intangible cultural heritage sites. Over the years, the awareness of the Party committee, government, and people regarding the preservation and promotion of cultural heritage values in Cam Pha City has changed. The cultural heritage sites in the area have been recognized for their value, preserved, and promoted. Some cultural heritage sites have become complete cultural-tourism products, serving as both a driving force and a goal for the development of the key economic sector of spiritual tourism; at the same time, gradually changing the local economic structure, bringing practical and sustainable benefits to the community and the locality.
National and provincial-level historical sites are marked with signs and demarcated for protection by the Department of Culture and Sports to prevent damage; restoration and preservation work is carried out in accordance with the Law on Cultural Heritage. From 2018 to the present, Cam Pha City has invested over 412 billion VND in the development of historical sites. The preservation of intangible cultural heritage, particularly traditional festivals, has received significant attention. Since 2018, the city has established 5 clubs to teach the Sọng Cô singing style and 3 folk music clubs, contributing to the preservation and promotion of traditional cultural values.

During the meeting, delegates exchanged views and clarified the results, some difficulties and limitations, as well as proposed solutions in implementing policies and laws on preserving and promoting cultural heritage values in Cam Pha City, such as: investment in and restoration of relics; demarcation and boundary marking of relic sites; methods of identifying, managing, investing in, preserving, and promoting the value of intangible cultural heritage; management of coal industry relics; and improving the quality of human resources working in heritage management...
Speaking at the monitoring session, Ms. Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, highly appreciated the implementation of policies and laws on the preservation and promotion of cultural heritage values in Cam Pha City. State management and direct management of relics are clearly defined and have initially yielded positive results. The system of relics in the area is basically preserved and its value is promoted, serving the cultural, spiritual, and religious life of the local people, meeting the needs of tourists for sightseeing, enjoyment, and research, and making an important contribution to promoting the socio-economic development of the city.
Based on the opinions expressed at the monitoring session, the Deputy Head of the Provincial National Assembly Delegation suggested that Cam Pha City continue to effectively manage state affairs to promote the value of cultural heritage sites in the city. Specifically, this includes focusing on perfecting the operational regulations of the Management Board of the Cua Ong - Cap Tien National Special Historical Relic Site; reviewing and strengthening planning management at relic sites; paying attention to coordination among departments, units, and communes/wards in areas with relic sites; building a team of specialized staff to manage and serve relic sites with sufficient capacity and qualifications; organizing seminars and learning from successful models to reorganize places of worship in accordance with regulations; linking relic sites to form tours and routes for tourism development; and researching and developing activities to serve the religious needs of local people and tourists, creating jobs and contributing to socio-economic development in the area. Regarding the recommendations from Cam Pha City, the Provincial National Assembly Delegation's Supervisory Team will receive, compile, and report them to the competent authorities.


Earlier that morning, the delegation of National Assembly deputies from the province conducted a field visit to the special national historical site of Cua Ong - Cap Tien Temple and Pha Thien Pagoda in Cam Pha City.
