On March 22, at the National Assembly House, the National Assembly's Thematic Supervision Delegation worked with the Government on the implementation of Resolution No. 43/2022/QH15 and the National Assembly's resolutions on a number of important national projects until the end of 2023. According to the National Assembly Office, in his opening speech, Vice Chairman of the National Assembly Nguyen Duc Hai said that the Supervisory Delegation organized a working session with the Government, relevant ministries and branches on the content of the supervision of the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the socio-economic recovery and development program and the National Assembly's resolutions on a number of important national projects until the end of 2023. In the past time, the Supervisory Delegation has directly supervised 10 provinces and cities in the three regions of the North, Central and South, working with 12 ministries, branches and agencies. At this meeting, the Supervisory Delegation worked with the Government, relevant ministries, branches and agencies to listen to the Government's summary report on the supervision contents. The Government's report and the opinions of the delegates attending the meeting are of great significance. Based on the results of the work, together with the results of supervision at localities, ministries, branches, synthesizing reports from localities, agencies, units, the monitoring delegation will develop a report on supervision results, draft a monitoring resolution, and report to the National Assembly Standing Committee to submit to the National Assembly in the upcoming session. The Vice Chairman of the National Assembly requested the Government representative to clearly report on specific issues such as: assessing the situation, the timeliness of the issuance of guiding documents by the Government, ministries and branches, to implement fiscal and monetary policies to support the socio-economic recovery and development program according to Resolution 43. At the same time, clearly report on the implementation of specific policies to implement each policy in the fiscal and monetary policies to support people and businesses in production, business, and socio-economic recovery and development. The Vice Chairman of the National Assembly requested to clarify whether the investment preparation work ensures progress or not, whether the capital disbursement ensures quality or not, the ability to implement and complete the project compared to the set targets. In addition, clarify the practicality, efficiency, difficulties and obstacles when implementing specific mechanisms in decentralization for localities to act as the competent authority to invest in expressway projects in the area to appoint contractors and exploit material mines. At the same time, assess the effectiveness of the implementation of fiscal and monetary policies to support the socio-economic recovery and development program according to Resolution 43; difficulties and obstacles in the process of implementing and implementing the policy. From there, propose and recommend the Government to the National Assembly regarding the issuance of support policies suitable to special conditions and circumstances, ensuring effectiveness, promoting more practical significance and providing solutions suitable to the current new situation. Regarding the content of the implementation of the National Assembly's resolutions on a number of important national projects until the end of 2023, the Vice Chairman of the National Assembly requested a clear report on the implementation status of the projects, steps of the investment process, site clearance progress, construction progress and quality, disbursement status of the projects; difficulties, obstacles and recommendations for solutions.
