Simplify procedures, remove obstacles for creative startup investment funds

The Ministry of Finance has just issued Decision No. 2915/QD-BTC, announcing the list of administrative procedures to be amended, supplemented and abolished in the field of supporting small and medium enterprises under the management of the Ministry.

The biggest change is the abolition of the procedure for publishing information about innovative startup investment funds on the National Portal to support small and medium enterprises.

Previously, fund management companies had to make announcements about establishment, capital increase or decrease, operation extension or dissolution at the Ministry of Finance . Now this step has been eliminated to reduce duplication, save time and costs.

According to the new regulations, the reception and processing of notifications will be undertaken by the provincial business registration agency. Once completed, this agency is responsible for sending information to the Ministry of Finance to serve the monitoring work, ensuring unified State management without creating additional procedures for businesses.

Along with that, the Ministry of Finance also announced 5 revised and supplemented provincial-level administrative procedures, including: Notice of establishment of a creative startup investment fund; Notice of increase or decrease in capital contribution of the fund; Notice of extension of the fund's operating period; Notice of dissolution and results of dissolution of the fund; Notice of transfer of capital contribution of investors.

A notable new point is that these procedures are standardized, allowing businesses to choose to submit their applications directly or online through the administrative procedure settlement system of the Provincial People's Committee. The online form is expected to promote quick, transparent processing and be consistent with the digital transformation process.

All procedures have a maximum processing time of 15 working days from the date of receipt of valid documents. In case the documents are invalid, the receiving agency must respond in writing, stating the reasons and providing additional instructions. Decision 2915/QD-BTC is issued on the basis of the Law on Support for Small and Medium Enterprises, Decree 38/2018/ND-CP and the amended and supplemented Decree No. 210/2025/ND-CP.

The decision takes effect from September 15, 2025 and is considered a practical step in simplifying procedures, reducing administrative burdens, and contributing to creating an open environment to attract more investment resources for innovative startups in Vietnam.
