On the afternoon of February 21st, the Chairman of the Provincial People's Committee, Vo Trong Hai - Head of the Steering Committee for National Target Programs and the Construction of Civilized Urban Areas in the province; the Standing Vice Chairman of the Provincial People's Committee, Nguyen Hong Linh; and the Chairman of the Provincial Fatherland Front Committee, Tran Nhat Tan, chaired an online conference to summarize the work of building new rural areas in 2023 and implement tasks for 2024. In 2023, the number of communes achieving the model new rural standard was the highest ever.
In 2023, despite facing many difficulties and having to focus on numerous major tasks, Party committees and authorities at all levels demonstrated strong leadership and guidance, along with the active participation of the people. As a result, 4 communes were recognized as achieving New Rural Area standards, 10 communes achieved advanced status, and 8 communes were recognized as model communes. This was the highest number of communes achieving model New Rural Area standards ever recorded.
Loc Ha district has been recognized by the Prime Minister as meeting the standards for a New Rural Area; Ky Anh district has submitted its application to the Provincial People's Committee for verification, consideration, and recognition as a New Rural Area district.

The OCOP program continues to be implemented effectively. Last year, 128 products were evaluated and recognized as achieving 3-star OCOP status; of which, 5 products met the criteria for provincial evaluation and recognition to be upgraded to 4-star. To date, a total of 337 products have been recognized as meeting OCOP standards; 6 products have been exported to South Korea, New Zealand, Russia, Japan, and Angola.
Socio -economic infrastructure continues to be invested in and upgraded, especially the road system, cultural facilities, schools, health stations, and centralized clean water supply.
Mr. Nguyen Ba Duc, Deputy Director of the Department of Agriculture and Rural Development, presented a number of solutions for investing in and effectively managing the use of centralized clean water facilities.
Culture, society, and the environment continue to achieve quite positive results; the quality of mass education has improved, and advanced education continues to achieve high results; the classification and treatment of household waste and wastewater are given attention and implemented; the movement to build model new rural residential areas continues to be maintained and receives active participation from the community.
The sponsorship and support activities have yielded many noteworthy results, with the assigned departments and agencies actively participating. The total funds mobilized through sponsorship and support in 2023 amounted to 95.539 billion VND. Of this, 15.739 billion VND was provided by organizations and units approved by the Provincial People's Committee to sponsor and support rural development projects in villages and communes; and 79.800 billion VND was mobilized at the district level through appeals to businesses and expatriates for rural development projects.
The Provincial Fatherland Front Committee and other mass organizations have focused on coordinating and implementing the contents of the "National Unity Campaign for Building New Rural Areas and Civilized Urban Areas" in a comprehensive manner, linking it with the key tasks of the province and localities, and patriotic emulation movements.
Based on the achievements, in 2024, Ha Tinh province set specific goals such as: Maintaining 100% of communes meeting the New Rural Area standards, having an additional 20 communes meeting the advanced New Rural Area standards, and 5 communes meeting the model New Rural Area standards; striving for 100% of districts, cities, and towns to meet/complete the New Rural Area construction tasks; Thach Ha, Duc Tho, Can Loc, and Nghi Xuan districts striving to achieve advanced New Rural Area district standards; striving for 100% of wards and towns to meet the civilized urban standards; having at least 50 products meeting OCOP standards, including at least 5 products achieving 4-star or higher standards; and basically completing the requirements for the province to complete the New Rural Area construction tasks.
Chairman of Huong Khe District People's Committee Ngo Xuan Ninh: Huong Khe will launch an emulation movement and require localities to commit to closely following the plan, striving to build the district to achieve the New Rural Area standard in 2024.
At the conference, delegates focused on discussing and sharing lessons learned from building new rural areas in the new phase; proposing several contents and solutions to overcome difficulties in order to strive to complete the targets and plans for 2024.

The Standing Deputy Secretary of the Provincial Party Committee also requested that all levels and sectors pay attention to and take note of some difficulties and limitations in order to find solutions to overcome them. These include: the criteria for the 2021-2025 period are higher than the previous period; limited resources at the grassroots level; the operational apparatus and steering committees at the district and commune levels have not yet been fully consolidated; there is a shortage of human resources, especially specialized New Rural Development officials; and difficulties in meeting the clean water criteria...
The Standing Deputy Secretary of the Provincial Party Committee requested that all levels and sectors must prioritize the satisfaction of the people, directly improving their material and spiritual lives. Sectors and localities need to continue to resolutely implement and strive to basically complete the criteria for a New Rural Province by 2024. They should review targets and tasks, closely adhering to Resolution No. 04-NQ/TU on focusing leadership and direction on the implementation of the "Pilot Project to build Ha Tinh Province to meet New Rural Standards in the 2021-2025 period" to develop appropriate leadership and guidance methods; pay attention to developing cooperative groups and cooperatives; continue restructuring production forms and expanding organic farming models; continue developing OCOP products, prioritizing characteristic products, and selecting typical products to invest in and develop into major commodity products of the province.
In implementing the New Rural Development movement, it is necessary to integrate it with the Resolution on building and developing culture and people of Ha Tinh in the new period so that the resolution deeply penetrates the lives of the people. Consider strengthening the steering committees at the district and commune levels; focus on building a strong political system.
The Standing Deputy Secretary of the Provincial Party Committee also noted that localities implementing the New Rural Development program must simultaneously build civilized urban areas; departments and units should pay more attention to criteria under their responsibility; and village secretaries, village heads, and neighborhood group leaders should continue to promote grassroots democracy to mobilize people to participate and contribute.

Commending the efforts of the entire political system, all levels, sectors, grassroots organizations, and the people, the Chairman of the Provincial People's Committee stated that, in the context of general difficulties, especially in terms of resources, the results achieved in 2023 are commendable; many units and localities have made strenuous efforts; many officials at the grassroots level, especially the leaders, have shown dedication and maintained the momentum of development.
Besides the achievements, the Chairman of the Provincial People's Committee also pointed out some shortcomings and limitations such as: leadership and direction in some localities have not been decisive enough and have been slow to innovate; some areas show signs of stagnation; results are uneven and lack sustainability; the Provincial New Rural Development Project has only achieved 2 out of 10 criteria, and the remaining criteria require significant resources; the results of building advanced communes are low; the progress of building advanced new rural districts is still slow; the percentage of households using clean water is low; the progress of implementing centralized water supply projects is slow; household waste treatment still faces many difficulties and inadequacies; the results of building civilized urban areas in localities are still low; the scale of OCOP products is still small, and there are no products that meet 5-star standards...
The Chairman of the Provincial People's Committee emphasized that the tasks ahead are very challenging, therefore, efforts must be focused on achieving the basic goal of completing the criteria for a New Rural Province, and this goal should be identified as the central task for 2024; it requires the determination and efforts of the entire political system, and the active and proactive role of the people – a crucial factor in mobilizing social resources.
The Chairman of the Provincial People's Committee requested the Provincial New Rural Development Office to proactively enhance its advisory role and operate decisively and effectively. He urged localities to focus on directing and organizing the implementation to complete the goals and targets of the New Rural Development program for the 2021-2025 period. In particular, it is essential to ensure that the program is substantive, effective, and sustainable, increasingly focusing on depth and avoiding the pursuit of superficial achievements or fads.
All levels and sectors need to pay close attention to developing production, considering it the foundation for "improving the quality" of new rural areas. This includes effectively implementing policies to encourage agricultural and rural development; concentrating and consolidating land, and promoting organic farming. Strengthening and improving the efficiency of cooperatives and cooperative groups to create a sustainable link between people and businesses. Reviewing and selecting a number of typical OCOP products with advantages in the province to consolidate and upgrade their ranking, while simultaneously promoting trade.
Strongly promote the movement to build civilized urban areas alongside the movement to build new rural areas. Create a bright, green, clean, and beautiful rural landscape and environment; pay attention to waste management and invest in clean water projects.
