According to this plan, 140 days and nights to complete the technical traffic of the above two projects will be implemented from August 1 to December 19, 2025. During this time, the Provincial People's Committee requested relevant units to direct contractors to increase machinery, equipment, and workers; gather materials, carry out construction in "3 shifts, 4 shifts", "overcome the sun, overcome the rain", "work during the day, take advantage of the night", "work through holidays and Tet", "only work, no back-talk" to complete the technical traffic of the projects before December 19, 2025 according to the direction of the Prime Minister .
At the same time, focus all resources, thoroughly remove difficulties and obstacles to speed up the progress of compensation, site clearance, resettlement and speed up the construction progress. Departments, branches, investors and contractors must be highly determined, make great efforts, act decisively, do each job properly, complete each job thoroughly, and ensure the assignment of tasks is "6 clear" including: clear people, clear work, clear responsibility, clear authority, clear time, clear results.
In particular, the Provincial People's Committee requests relevant departments, branches and units to promptly resolve within 48 hours any difficulties and problems related to their responsibilities that affect site clearance and construction. At the same time, complete site clearance and relocation of technical infrastructure systems in the project implementation area before August 10, 2025.
Specifically, for the site clearance work of Component Project 1, Bien Hoa - Vung Tau Expressway Project must complete the handover of the site in Binh An commune before August 10, 2025.
Regarding the relocation of technical infrastructure systems, complete the relocation of 8 high-voltage power poles in the construction area of Component 3 Project, Ring Road 3 Project - Ho Chi Minh City in August 2025.

Complete the relocation of 1 high-voltage power pole at the intersection of Vo Nguyen Giap Street; raise the high-voltage power line on Ham Nghi Street; relocate the water supply pipeline in An Phuoc Commune within the construction scope of Component 1 of Bien Hoa - Vung Tau Expressway Project in August 2025.
Along with that, additional allocation of construction stone volume is carried out to ensure supply according to the needs of the two projects.
Component 1 of the Bien Hoa - Vung Tau Expressway Project passing through the province is about 16km long. Meanwhile, Component 3 of the Ring Road 3 Project - Ho Chi Minh City section passing through the province is more than 11km long.
