Dong Nai: Removing obstacles and promoting the effectiveness of the two-level government model in the field of science and technology

On August 27, 2025, Working Group No. 10 of the Ministry of Science and Technology (MOST) worked with the Department of Science and Technology of Dong Nai, conducted a survey at the Provincial Public Administration Service Center (HCC) and Bien Hoa ward to evaluate the results of implementing the two-level government model, and at the same time, record difficulties and obstacles in practice.

Overview of the working session.

According to the Department of Science and Technology, Dong Nai has proactively and resolutely implemented the Central Government's documents, clearly assigning responsibilities for each field such as quality measurement standards, radiation and nuclear safety (ATBXHN), science and technology management, innovation and digital transformation (DMST&CĐS)... The locality has promptly supplemented IT human resources for commune and ward levels, ensuring smooth operation of technical infrastructure.

Regarding digital infrastructure, the province has completed the LAN network, online conference system, and equipment serving HCC at all levels according to the Ministry's 4-layer standards; directed telecommunications enterprises to expand bandwidth and transmission lines to meet connection needs. At the same time, the Department of Science and Technology upgraded the Administrative Procedure Resolution System, synchronized with the National Public Service Portal. From July 1, 2025, all administrative records of the province will be processed on the national platform, contributing to standardizing processes and creating convenience for people and businesses.

To date, 100% of the electronic process for handling administrative procedures has been configured; with 5,465 accounts of cadres, civil servants and public employees in the province granted access rights with level 2 electronic identification; 97 agencies and units have identification codes and 95/95 communes and wards have operated the online meeting system.

However, Dong Nai also pointed out many difficulties: The grassroots digital transformation human resources are still lacking and have limited experience; there are no specific instructions on authority and procedures for considering and assigning provincial-level science and technology tasks; data on inventions, designs, and trademarks are still scattered; technology transfer procedures and high-tech certification lack a database. In addition, the application of ISO 9001:2015 is not suitable for the new model; there are no unified regulations on radiation equipment appraisal fees; radio frequency licensing software is still complicated and difficult to use locally.

From the above practice, Mr. Pham Van Trinh, Director of the Department of Science and Technology of Dong Nai proposed the Ministry of Science and Technology : Issue a training framework, sample documents, and experts to support the implementation of ISO 9001:2015; provide guidance on the unified fee collection for radiation equipment appraisal; complete the mechanism for searching and sharing data; provide guidance on the application of the Law on Science, Technology and Innovation on the transfer of community trademarks for local specialty products; develop criteria for evaluating commune-level digital transformation; simplify frequency licensing software, allow internet use, and integrate with the National Public Service Portal.

The province also proposed that the Ministry coordinate with the Ministry of Finance to issue a circular on radiation equipment appraisal fees, support AI expert training, share specialized data, train on post-decentralization administrative procedure processing procedures, and provide guidance on building a nationwide shared database.

Surveying at the Provincial Public Service Center and Bien Hoa Ward, the working group recorded many outstanding results. 100% of internal administrative procedures were reviewed and simplified, the province issued 103 Decisions to announce the list of administrative procedures for 1,188 administrative procedures and updated 2,150 administrative procedures (1,850 at provincial level, 386 at communal level), reaching a standardization rate of 100%. On the National Public Service Portal, Dong Nai has integrated 2,069 online administrative procedures, including 760 full procedures and 1,309 partial procedures.

In just under two months, the province received 81,417 applications, 94.51% of which were submitted online, and 99.14% were processed on time; the commune level received 156,063 applications, 89.37% of which were submitted online, and 146,814 applications were processed, reaching 98.77% on time. On average, the HCC Service Center receives 600 people a day to contact to resolve work and provide advice on procedures.

During the working process, representatives of specialized units of the Ministry of Science and Technology directly answered questions, guided localities in implementing regulations and business processes, and shared some practical experiences. The delegation also had dialogues with officers handling documents, IT and digital transformation officers, and listened to opinions of people and businesses to evaluate the efficiency of system operation, convenience, and satisfaction when performing administrative procedures.

Members of the Working Group of the Ministry of Science and Technology collected opinions on the satisfaction of people coming to do administrative procedures regarding the quality and service attitude when performing administrative procedures of the Bien Hoa Ward Public Service Center.

Concluding the working session, Ms. Tran Bich Ngoc, Deputy Director of the Department of Traffic Safety, Head of the working delegation, acknowledged Dong Nai's efforts and determination in implementing the two-level government model, considering this a testament to the initiative in administrative reform, application of science and technology and promotion of digital transformation. She emphasized that the remaining difficulties need to be promptly resolved with the close support and guidance of the Ministry of Science and Technology and relevant agencies.

Some contents beyond the authority have been compiled by the Delegation and reported to the Ministry's leaders for consideration of solutions. The Ministry of Science and Technology commits to continue to accompany and promptly remove difficulties for Dong Nai in the process of operating the new model.
