On October 21st, Mr. Pham Thien Nghia, Chairman of the People's Committee of Dong Thap province, handed over the location and exploitation reserve documents, and environmental impact assessment (EIA) reports for 4 sand mines, with a total reserve of over 3.2 million m³, managed by the province, to 4 contractors constructing the Can Tho - Ca Mau expressway for exploitation.

At the handover ceremony, Mr. Huynh Van Nguyen, Deputy Director of the Department of Natural Resources and Environment of Dong Thap province, said that through the introduction of the My Thuan Project Management Board regarding the four contractors for the Can Tho - Ca Mau expressway, the Department of Natural Resources and Environment of Dong Thap province advised the People's Committee of Dong Thap province to prepare the relevant documents for the four sand mines mentioned above and assigned them to the relevant contractors. Construction contractors operate under a special mechanism.
According to Mr. Pham Thien Nghia, Chairman of the People's Committee of Dong Thap province, by the end of 2023, the province will continue to complete the procedures to hand over two more sand mines to the contractor constructing the Can Tho - Ca Mau expressway, in order to deliver the full 7 million cubic meters of sand as assigned by the Government to the province.
Specifically, the three sand mines on the Tien River are assigned to three companies: Hai Dang Joint Stock Company, which exploits a sand mine located in Thuong Thoi Tien town, Hong Nguy district, with an area of over 11.7 hectares and a reserve of over 862,000 m³ ; Tan Nam Construction Joint Stock Company, which exploits a sand mine in Tan My and Tan Khanh Trung communes (Lap Vo district) with an area of over 32 hectares and a reserve of over 801,000 m³; and Truong Son Construction Corporation, which exploits a sand mine in My Xuong commune (Cao Lanh district) and Tan Khanh Trung commune (Lap Vo district) with an area of over 24 hectares and a reserve of over 791,000 m³ .
The fourth sand mine on the Hau River, located in Dinh Yen commune (Lap Vo district), covers an area of nearly 21 hectares with reserves of nearly 755,000 m³ and has been handed over to Thi Son Production and Construction Co., Ltd. for exploitation.
According to Mr. Nguyen, of the four sand mines mentioned above, only the sand mine of Hai Dang Joint Stock Company has completed its documentation and received approval from the Dong Thap Provincial People's Committee for its Environmental Impact Assessment (EIA) report. The remaining three sand mines are currently undergoing the process of completion by the Dong Thap Provincial Department of Natural Resources and Environment in coordination with the companies to which the mines were handed over, in order to submit their documentation to the Provincial People's Committee for approval.
According to Mr. Pham Thien Nghia, Chairman of the People's Committee of Dong Thap province, Dong Thap has handed over a total of 5 sand mines to contractors for exploitation to serve the construction of the Can Tho - Ca Mau expressway, with a total reserve of nearly 4 million cubic meters. It is expected that by the end of 2023, the province will complete the procedures to hand over two more sand mines, raising the total sand reserves handed over by the province for the construction of the expressway to 7 million cubic meters, as required by the Government.
The sand mine on the Tien River in An Nhon commune, Chau Thanh district, has reserves of over 540,000 cubic meters of sand. Dong Thap province handed it over to Construction Corporation No. 1 (CC1) for exploitation from September 20th to serve the construction of the Can Tho - Ca Mau expressway.
During the handover ceremony of the sand mine, Mr. Tran Van Thi, Director of the My Thuan Project Management Board, requested that contractors strictly adhere to regulations for exploiting the handed-over sand mines to ensure progress. This agency and the Department of Natural Resources and Environment of Dong Thap province have signed a cooperation agreement on managing sand extraction from the mine to the construction site to ensure that extraction is carried out in accordance with regulations.
The Can Tho - Ca Mau expressway is 110 km long, with connecting routes totaling approximately 25 km. It has 4 lanes and is 17m wide. The total investment is over 27,200 billion VND. Construction began in 2021 and is scheduled for completion and operation in 2026. The total sand requirement for the project is 18.1 million m³ , of which 9.1 million m³ is needed in 2023 and 9 million m³ in 2021.
