The Quang Tri Airport project is currently constructing the apron and material shoulders, and is continuing to implement land clearance for the remaining 25.73 hectares, including 6.74 hectares in the project's core area.
Over 239.6 hectares of land have been cleared.
On January 15th, Mr. Nguyen Long Hai, Secretary of the Quang Tri Provincial Party Committee, conducted a field survey of the Quang Tri Airport project and worked with the Standing Committee of the Gio Linh District Party Committee to hear a report on the socio-economic development, national defense and security, Party building, and political system in 2024, as well as key tasks for 2025.

Regarding land clearance for the Quang Tri Airport project - part of component project 1, according to the report from Gio Linh district, to date, more than 239.6 hectares (over 128.8 hectares in the core area) have been cleared out of a total area of 265.37 hectares; 140.5 hectares of cleared land have been handed over to the investor.
For the remaining 25.73 hectares that have not yet been cleared, the District People's Committee has basically completed the process of identifying land owners and determining prices; at the same time, it is actively disseminating information and persuading affected households to agree to the relocation of tombs and temporary housing before the completion of resettlement areas and cemeteries.
The Quang Tri Provincial People's Committee has also directed the Gio Linh District People's Committee to develop a specific implementation plan for each work item to complete land clearance as soon as possible, prioritizing land clearance for the 6.74 hectares in the core area to hand over to the investor in February 2025.
Regarding component project 2 - Airport construction, with a total investment of VND 5,821 billion, the contractor is currently implementing the construction of the apron and curb; other items are undergoing technical design appraisal.
Complete the resettlement projects as soon as possible.
Notably, the Quang Tri Airport project affects 35 households requiring resettlement; 97 mausoleums and 640 graves need to be relocated. The resettlement areas and cemeteries for land clearance have not yet begun construction and are currently undergoing adjustments to the economic and technical feasibility reports.
Local authorities have arranged for the temporary relocation of three households within the runway area to allow the project enterprise to proceed with construction, and have also encouraged residents to voluntarily relocate approximately 50% of the tombs in the area.

During the meeting, leaders of the Quang Tri Provincial People's Committee and Gio Linh District People's Committee raised several difficulties and obstacles encountered during the land clearance process for the project.
In particular, the progress of land clearance depends on the completion time of the resettlement area for affected households and the cemetery for relocating affected tombs. However, currently, the resettlement areas and cemeteries are not yet completed, and the affected households do not agree to relocate and hand over the land.
Meanwhile, the paperwork procedures for constructing cemeteries and resettlement housing areas are time-consuming; according to the new regulations, the public disclosure period for compensation, support, and resettlement plans is 30 days, which significantly affects the progress of land clearance.

Regarding the Quang Tri Airport project, the Secretary of the Quang Tri Provincial Party Committee requested Gio Linh district to focus on accelerating the land clearance process for the remaining area, and to determine specific completion timelines. He also urged speeding up the completion of resettlement projects and developing plans for temporary housing to ensure the land clearance process is completed on schedule and a clean site is handed over to the investor.

The investment project for the construction of Quang Tri Airport has been approved by the Prime Minister under the public-private partnership (PPP) model, and the feasibility study report has been approved by the People's Committee of Quang Tri province.
The project aims to meet the growing demand for air transport, contributing to the promotion of political, economic, and social development; while ensuring high mobility in defense and rescue operations; guaranteeing national defense and security in the Central region in general and Quang Tri province in particular; and aligning with the planning and development orientation of transportation.
The project is being implemented in Gio Quang, Gio Hai, and Gio Mai communes in Gio Linh district, covering an area of over 265 hectares with a total investment of over 5,800 billion VND. It is being built to meet the standards of a 4C-class airport (according to the classification of the International Civil Aviation Organization - ICAO); capable of developing for the operation of Code E aircraft; allowing for the operation of non-scheduled international flights as planned in Decision 648 dated June 7, 2023, of the Prime Minister (when needed); and a Class II military airport, meeting the operational needs of up to 5 million passengers per year and 25,500 tons of cargo per year.
The project duration is 50 years, including 24 months for project preparation and construction investment; and over 47 years and 2 months for operation and toll collection to recover the investment.
The Quang Tri Airport construction project comprises component project 1 (land clearance and construction of state agencies at the airport) implemented under the public investment model, and component project 2 (airport construction) implemented under the public-private partnership (PPP) model, specifically a Build-Operate-Transfer (BOT) contract.
The feasibility study report for the Quang Tri Airport land clearance project (phase 1) was approved by the Quang Tri Provincial People's Committee in December 2023.
Accordingly, the total area for the project in Gio Quang, Gio Mai, and Gio Hai communes of Gio Linh district is over 265.3 hectares, of which over 177.6 hectares are for common use and over 87.7 hectares are for the civil airport (excluding the 51.2 hectares of military land). The total investment is over 233.1 billion VND, with the Gio Linh District People's Committee as the investor.
Component Project 2 - Construction of the airport, part of the Quang Tri Airport construction investment project, was officially launched on July 6, 2024, by a joint venture between T&T Infrastructure Investment and Development Co., Ltd. and CIENCO4 Group JSC, in coordination with the Quang Tri Provincial People's Committee.
