Slow disbursement, Gia Lai sets up 4 public investment inspection teams

On March 31, the Gia Lai Provincial People's Committee announced that the province has established four working groups to inspect, supervise, and resolve difficulties and obstacles in the disbursement of public investment capital and state budget revenue in 2024.

Accordingly, the working group, headed by the Vice Chairmen of the Provincial People's Committee, will inspect and clearly identify obstacles and bottlenecks at the grassroots level, and determine the authority to resolve them. These group leaders will directly supervise the resolution and removal of obstacles in public investment.

In addition, the inspection process will examine the responsibilities in leadership, direction, supervision, inspection, review, and handling of difficulties, obstacles, and bottlenecks in the disbursement of public investment and state budget revenue at each agency and locality, including the responsibility of the head of each agency.

The working groups shall report the inspection results and propose specific solutions to accelerate the disbursement of public investment capital, submitting them to the Chairman of the Provincial People's Committee within 5 working days from the date of completion of the inspection.

In particular, these task forces will select the right bottlenecks and obstacles to focus on resolving, ensuring a clear and targeted approach. They will resolutely remove obstacles and difficulties.

According to the Gia Lai Provincial Department of Planning and Investment, the total public investment capital allocated to Gia Lai province as of March 26th was nearly 3,630 billion VND (excluding carried-over capital). As of that date, the province had only disbursed nearly 185 billion VND, estimated at only 5.1% of the allocated capital. Of this, local budget funds disbursed only over 125 billion VND, reaching 6.2% of the allocated capital.

In particular, the disbursement of central government budget funds, at nearly 60 billion VND out of a total of over 1,600 billion VND, has only reached 3.7% of the allocated capital plan.

Mr. Dinh Huu Hoa, Deputy Director of the Department of Planning and Investment of Gia Lai province, said that the target for disbursing public investment capital in 2024 is at least 95%. Therefore, the province is strengthening synchronized measures and establishing working groups to resolve difficulties for each sector and field...

"Strictly handle, in accordance with the law, investors, project management boards, organizations, and individuals who intentionally create difficulties, obstacles, or delays in the allocation, implementation, and disbursement of public investment funds. Promptly replace officials who are incompetent, sluggish, or who cause harassment and inconvenience during implementation. In particular, resolutely address negative behaviors and corruption in public investment management. Strengthen effective and efficient land management, especially regarding land origin and land use planning... minimize adjustments to compensation plans and ensure project progress," said Mr. Dinh Huu Hoa.

According to observations by reporters from Giao Thong Newspaper, in the field of transportation investment alone, many projects are facing difficulties due to land clearance, land use planning, etc. Notably, the Eastern Economic Corridor road project (National Highway 19 bypass) in Gia Lai province has encountered obstacles in land use planning.

Regarding the route adjustment due to the change in the connection point with the Ho Chi Minh Highway (at Km 1588+200 in Nghia Hung commune, Chu Pah district), it is currently inconsistent with the approved land use plan of Chu Pah district until 2030. This requires adjustment to the district's land use plan, which will slow down the land clearance progress of the project.

In addition, the Eastern Economic Corridor project in Pleiku City, which commenced in December 2022, has only seen the handover of approximately 6 out of 15 kilometers of land completed so far. The slow pace of land clearance means that the total compensation costs for land clearance in Pleiku City and Dak Doa District are expected to exceed the approved compensation amount.

In particular, the Nguyen Van Linh road project (section from Truong Chinh - Le Thanh Ton road) in Pleiku City, despite being launched in November 2022, still lacks the necessary land for construction. Only 276 meters of the entire project have been handed over to the construction unit so far.

Besides land availability, material sourcing issues are hindering construction progress and project disbursement. In an interview with a reporter, a leader from the Gia Lai Provincial Department of Natural Resources and Environment stated that, to meet the demand for embankment materials for projects, the Provincial People's Committee and the Department have recently considered solutions such as utilizing surplus soil from ongoing projects and suitable reclaimed land from unproductive gardens to resolve the issue of embankment materials for projects using state budget funds. However, these solutions are still insufficient to meet the demand for embankment materials, and implementation procedures are very slow.
