Resolving land issues for the Coastal Road Project through Nghe An in July 2025

On the morning of July 15, inspecting the construction progress and site clearance work of the Coastal Road Project from Nghi Son to Cua Lo, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested relevant departments, branches, and the Project Management Board to coordinate with localities to completely resolve problems and hand over the entire site this July.

The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo ( Nghe An ) from Km7-Km76 has the scale of a grade III plain road. The entire project has 8 bridges, including 5 large bridges. The total investment is over 4,650 billion VND, of which construction and installation is over 3,200 billion VND, site clearance is over 930 billion VND.

In recent times, contractors have made efforts to concentrate human resources and equipment to implement the construction, reaching about 90% of the contract value, and major bridges have been basically completed. However, some items are still behind schedule; in particular, site clearance work for some sections has not been ensured according to plan, such as the section through Tan Mai ward, Quynh Phu and Trung Loc communes.

Reporting to the Vice Chairman of the Provincial People's Committee, the leader of the Trung Loc Commune People's Committee said that they are continuing to mobilize 2 households to hand over the land. There are 6 households in trouble in Quynh Phu Commune, currently 2 households with residential land have received compensation but have not yet handed over the entire land; 2 households with independent garden land have not received money, are complaining and requesting compensation for garden land and residential land; 1 household with independent garden land, 1 land plot has not been approved by the organization even though the plan has been made public, dialogues have been organized twice but no agreement has been reached...

At the scene, the leader of Quynh Phu commune said that a Land Acquisition Council has been established to resolve the remaining problems.

In Tan Mai ward, there is still a 0.04 km problem with a household with residential land. This household has been asked to receive money many times but still does not comply, so the locality and the sectors have proposed that the Provincial People's Committee and the Provincial Police allow the Ward People's Committee to complete the legal procedures to organize the compulsory recovery of the land plot according to regulations, ensuring the project's progress.

In addition to the site problems, there is also a situation where some contractors have not focused and determinedly mobilized equipment, human resources, and finance to focus on construction, especially the Central Construction Group Joint Stock Company (the contract performance value to date has only reached 71%).

To ensure the project's completion on September 2, 2025, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested departments, branches, Project Management Boards, and People's Committees of communes and wards to focus on implementing plans and solutions to handle site clearance problems in order to hand over the remaining sections this July.

As for households that deliberately do not comply, organize work, finalize plans, reach agreements. If there is still no consensus, then proceed with legal procedures to organize compulsory recovery according to the provisions of law.

The Vice Chairman of the Provincial People's Committee also requested that the sections and routes that have been completed be urgently painted, marked, and signs put up; and that construction be completed as quickly as possible in sections passing through residential areas to avoid affecting the lives and activities of the people. For contractors who lack focus and determination in mobilizing equipment and construction workers, resulting in low contract values, it is necessary to consider transferring the volume to ensure that the project is completed in time for the 80th anniversary of the country's National Day.
