Resolve issues of concern to voters sent to the 7th Session, 18th Provincial People's Council

Responding to the opinions and suggestions of voters submitted to the 7th Session of the 18th Provincial People's Council, term 2021-2026, the Thanh Hoa Provincial People's Committee has directed provincial departments, agencies, and units, the People's Committees of districts, towns, and cities, and related units to focus on resolving them.

Voters in Trung Son and Quang Chau wards (Sam Son City) requested the Provincial People's Committee to direct provincial departments and agencies to coordinate with Sam Son City to expedite the implementation of the waste treatment plant project in Quang Minh commune, so that the current landfill in Trung Son ward can be closed soon. According to the resolution, the appraisal and approval of the construction drawings have been completed (Decision No. 1810/QD-UBND dated May 26, 2023). However, no contractor has shown interest in the project. Currently, the city is reviewing the documents to report to the Provincial People's Committee as required.

Voters in Nghi Son town requested investment in the construction of a road from the gate of Cong Thanh Cement Factory to the center of Dong Lach village, Tan Truong commune. Following the resolution, at the 18th session of the 18th Provincial People's Council, the plan for allocating and using the increased central government budget revenue for the locality in 2023 was approved; in which, a proposal was made to allocate 70 billion VND to implement the project; and the Nghi Son Town People's Committee was assigned to organize its implementation.

Voters in Nghi Son town requested investment in and upgrading of the Thi Long dike from Trap Bridge to Dong Ho sluice gate in Thanh Thuy commune. According to the resolution, the dike section from Trap Bridge to Dong Ho sluice gate, from K10+650 to K12+800, is 2.15m long; in 2022, the section from K12+507 to K14+107, 1,600m long, was upgraded. The remaining section from K10+650 to K12+507, 1,857m long, has been approved for investment by the Nghi Son Town People's Council through a resolution.

Voters in Nghi Son town requested the upgrading and expansion of Lach Bang fishing port (on the Hai Thanh side). According to the resolution, the project's feasibility study report has been approved by the Chairman of the Provincial People's Committee in Decision No. 3203/QD-UBND dated September 11, 2023, and the Project Management Board for Investment and Construction of Agricultural and Rural Development Projects has been assigned to implement it.

Voters in the districts of Cam Thuy, Lang Chanh, Thach Thanh, and Quan Hoa requested the province to prioritize investment in clean water projects; Nghi Son town requested the upgrading and provision of clean water to serve the residents of the Mai Lam ward resettlement area and the early completion of the project. Regarding the resolution, the districts of Cam Thuy (3 communes), Thach Thanh (8 communes), and Quan Hoa (2 communes) have been included in the report proposing investment in the sustainable rural clean water and climate change adaptation project in Official Letter No. 7726/UBNDNN dated June 5, 2023, from the Provincial People's Committee. As for Lang Chanh district, Duc Anh Construction and Automation Joint Stock Company has expressed interest in investing; the Department of Planning and Investment has issued guidance to the Lang Chanh District People's Committee, but no investor has been selected yet. Regarding the request from Nghi Son town, the Provincial People's Committee will direct the Department of Construction to coordinate with relevant units to provide advice in accordance with regulations.

Voters in Nghi Son town requested a flood drainage plan for Industrial Zone No. 4 to prevent flooding in the residential area of ​​Thong Bai village, Tan Truong commune. According to the resolution, the Tuan Cung river diversion project has been completed. Currently, investors are working on completing the site preparation for Industrial Zone No. 4.

Voters in Hoang Hoa and Ha Trung districts requested that the province promptly develop policies and solutions for handling and utilizing surplus commune offices and village cultural centers following the merger. According to the resolution, the plan for rearranging and handling surplus buildings and land in Ha Trung district has been approved by the Chairman of the Provincial People's Committee in Official Letter No. 17289/UBND-KTTC dated November 15, 2023. The People's Committee of Ha Trung district is requested to study, review, and develop a plan and accompanying documents for each individual surplus building and land, and submit them to the Provincial People's Committee for consideration and approval.

Regarding the People's Committee of Hoang Hoa District, the plan for rearranging and handling surplus land and buildings in the district has been approved by the Chairman of the Provincial People's Committee in Official Letter No. 6690/UBND-KTTC dated May 17, 2023. Accordingly, there are no surplus cultural centers. For the surplus land and buildings proposed by the district as "Selling assets on the land and transferring land use rights," the Department of Finance has issued guidance document No. 5349/STCQLCSGC dated September 8, 2023 to the People's Committee of the district to complete the necessary procedures in accordance with regulations for submission to the competent authority for consideration and approval.

Voters in Hoang Hoa district requested investment in additional access roads and bypasses to alleviate traffic congestion on National Highway 1A from Hau Loc and Hoang Hoa to Thanh Hoa City (especially through Hoang Trung, Hoang Kim, and Hoang Quy communes). As a result of this request, the Hoang Hoa District People's Committee has basically completed the Hoang Kim - Hoang Quy road, nearly 5km long and 21m wide, with a total investment of 245 billion VND from the district budget. Regarding the branch road section from National Highway 1A to National Highway 45 and the Z111 factory, with a length of 2.4km, the project has been approved and is currently undergoing the design phase. Construction is expected to begin in the second quarter of 2024.

Voters and people of Quang Xuong district have petitioned the Provincial People's Committee to establish mechanisms and policies to attract and support investors in exploiting and developing the potential and advantages of resort tourism in the coastal communes from Quang Thai to Quang Hai (Quang Xuong), after the general planning for the construction of the coastal tourism and urban area of ​​Quang Xuong district is approved by the competent authority. The adjustment of the planning has been approved in Official Letter No. 8640/UBND-CN dated June 16, 2022, from the Provincial People's Committee, contributing to promoting the socio -economic development of the locality and the entire province. According to the resolution, the general planning for the construction of the coastal tourism and urban area of ​​Quang Xuong district is currently being prepared. After the master plan is approved, the Provincial People's Committee will direct the Department of Culture, Sports and Tourism to coordinate with relevant agencies and units to integrate calls to attract and support investors in exploiting and developing the potential and advantages for resort tourism in coastal communes from Quang Thai to Quang Hai communes in investment promotion conferences and specialized tourism seminars both domestically and internationally.

Voters in Quang Xuong district requested the Provincial People's Committee to pay attention to and direct the resolution of difficulties for projects invested by SoTo Company in Tien Trang commune. Following the resolution, based on the proposal of the Quang Xuong District People's Committee, the Chairman of the Provincial People's Committee issued a directive in document No. 11963/UBND-THKH dated August 17, 2023. Currently, the Quang Xuong District People's Committee is carrying out the task assigned by the Chairman of the Provincial People's Committee in the aforementioned document.

Voters in Quang Xuong district requested the Provincial People's Committee to prioritize investment in the reinforcement of the North Canal, specifically the section from Quang Luu commune to the end of Quang Loc commune (Quang Xuong district), to ensure irrigation and drainage for agricultural production. As a result of the resolution, Song Chu One-Member Limited Liability Company has allocated funds to reinforce 520.7 meters of the North Canal section from K47+128.8 to 47+649.5 in Quang Luu commune (2022-2023). Approximately 2,337.5 km of the canal from Quang Luu to Quang Loc communes have not yet received funding for reinforcement. Currently, Song Chu One-Member Limited Liability Company has allocated funds for minor maintenance and repairs in its 2024 production plan, as stipulated in Decision No. 01/QD-SC dated January 2, 2024, to proactively ensure regular maintenance and safe operation of the structure and support agricultural production.

Voters in Quang Xuong district requested that the province invest in a road connecting National Highway 1A to Tien Trang beach, a key artery of the Tien Trang tourist town, to exploit and develop the potential and advantages of Tien Trang beach, promote tourism development, and gradually improve the transportation system in the district. Following the resolution, the Provincial People's Committee directed the Quang Xuong District People's Committee to proactively study the feasibility of allocating funds from the district budget for implementation. However, according to the report from the Quang Xuong District People's Committee, the district has not yet secured the necessary funds for construction.

Voters in Da Loc commune, Hau Loc district, have 13 hectares of coastal forest planted by local people that is ready for harvesting. This forest has now been designated as a protective forest, and therefore, people are not allowed to harvest it. They requested that the Provincial People's Committee provide support and compensation to the people for this forest area. The Provincial People's Committee responded in report No. 216/BC-UBND dated September 29, 2023. Currently, the Hau Loc District People's Committee is promoting the protection of the 13 hectares of protective forest.

Voters in Hau Loc district requested the Provincial People's Committee to direct the design consulting unit to pay attention to and coordinate with local authorities in designing and adjusting the design to ensure it is suitable for the actual situation and improve the efficiency of the coastal road. During construction, the lack of a drainage system on both sides of the road caused flooding of agricultural land for the local people. According to the resolution, the design solutions for the investment project to build the coastal road section from Nga Son to Hoang Hoa have been agreed upon by the Thanh Hoa Provincial Transport Project Management Board and the design consulting unit, in conjunction with the People's Committees of the communes where the project passes through and the canal and ditch management agencies. Upon completion of the aforementioned drainage system, it will ensure that agricultural production for the people in the area is served. In the coming period, the Provincial People's Committee will direct the Department of Transport to continue instructing the Thanh Hoa Provincial Transport Investment Project Management Board, contractors, and relevant units to accelerate the construction progress of transverse drainage culverts and dredge temporary culverts to ensure that there is no flooding in the agricultural production areas of the people; at the same time, closely coordinate with local authorities during the construction process to promptly consider and accept reasonable opinions, suggestions, and proposals from the people and local authorities, ensuring convenience for production and daily life of people in the areas where the project passes through.

Voters in Hau Loc district have requested that the province promptly take measures to support and provide teaching equipment in a timely manner. Currently, the amount of equipment and learning materials provided is too little compared to the number of classes, making it difficult to implement the reformed general education program. As a result of the resolution, the Department of Finance has appraised the budget for educational equipment for grades 1, 2, 3, 6, 7, and 10 proposed by the Department of Education and Training. The implementation will be led by the Department of Education and Training in coordination with the beneficiary units.

Voters in Bim Son town have requested that the province reclaim land areas belonging to companies and agencies that are dilapidated and abandoned, such as land currently under the management of VINACONEX No. 5 Joint Stock Company and some land areas managed by other companies in the area, causing urban blight and resource waste. According to the resolution, in 2024, the inspection team of the Department of Natural Resources and Environment is expected to conduct post-inspection of land use for projects, covering approximately 90 projects that have exceeded the 24-month land use extension period, or have had their land use extension due to force majeure, and about 70 projects showing signs of delays exceeding 24 months in the province, including some projects in Bim Son town. Based on the inspection results of the Department of Natural Resources and Environment, the Provincial People's Committee will reclaim land from projects with delays that meet the land reclamation criteria as stipulated by land law.

Voters in Bim Son town requested the province to direct relevant agencies to develop a plan to relocate all toll booths and toll stations in Bac Son ward, Bim Son town, that have ceased operation, in order to return the road corridor to the national highway. Regarding the resolution of this issue, the Ministry of Transport has submitted Proposal No. 2451/TTr-BGTVT dated March 8, 2024, to the Prime Minister on solutions to address difficulties and obstacles in several BOT (Build-Operate-Transfer) infrastructure investment projects. This proposal includes a request to terminate the contract prematurely for the BOT contract for the supplementary investment in the western bypass of Thanh Hoa City, section Km0 - Km6, signed with the investor/enterprise, and to allocate funds from the State budget to pay the investor.

Voters in Bim Son town have requested the province to consider supporting Bim Son town in investing in the renovation of the Tam Diep River to ensure environmental sanitation for the people in the area and the northern Thanh Hoa region. The Provincial People's Committee has issued Decision No. 2211/QD-UBND dated June 23, 2022, approving the investment project for the construction and upgrading of the Tam Diep dike and Ha Lan bridge in Bim Son town; currently, the contractor is implementing the construction with an estimated 30% completion rate.
