According to the draft Project on reorganizing the apparatus of specialized agencies under the People's Committee of Hai Duong province, the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development will merge into the Department of Agriculture and Environment.
The Department of Agriculture and Environment will perform the state management function in the sectors and fields assigned to the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment before the merger; take over the tasks and organization of the state management apparatus on poverty reduction transferred from the Department of Labor, War Invalids and Social Affairs.
At the same time, reorganize the Agricultural Extension Center, take over the function of testing varieties under the Center for Application of Science and Technology and testing varieties under the Department of Science and Technology to the Agricultural Extension Center under the Department of Agriculture and Environment.
After the reorganization, the organizational structure within the department will reduce 4 specialized departments (from 15 to 11), reaching 26.7% (not including the merger of the Office and Inspectorate of the 2 departments before the reorganization); reduce 4 public service units (from 18 units to 14 units).
The merger of the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development is expected to reduce the number of public service units and departments among the 10 departments to be merged in Hai Duong province.
The expected number of staff after merging the two departments is nearly 200.
