The government has just issued Decree No. 311, amending and supplementing several provisions regulating the roadmap for raising the training standards of preschool, primary, and secondary school teachers.
Previously, in order to standardize and improve the quality of the teaching staff to meet the requirements of fundamental and comprehensive reform of education and training, the Government issued Decree 71 stipulating the roadmap for raising the standard of teacher training.
To date, the training roadmap to upgrade the qualifications of preschool, primary, and secondary school teachers has completed phase 1 (2020 – 2025), significantly increasing the percentage of preschool, primary, and secondary school teachers nationwide who have met the required training standards.

However, according to the Ministry of Education and Training , there are still obstacles in the implementation process related to training methods, the opening of training classes, and the implementation of support policies for non-public preschool teachers in areas with industrial zones who are eligible for training to upgrade their qualifications.
Therefore, the Ministry of Education and Training took the lead in coordinating and advising the Government to issue Decree No. 311, which stipulates the abolition of the bidding method, retaining the method of assigning tasks and placing orders with training institutions according to approved plans.
At the same time, the regulations were amended to allow teachers to proactively register for admission to public training institutions according to the admission regulations issued by the Ministry of Education and Training for majors or specializations where the locality does not have the conditions to open classes through the assignment or ordering method.
The decree also adds a provision for paying training fees for teachers (eligible for training under Decree No. 71/2020/ND-CP) who have independently pursued further education and received diplomas since July 1, 2020, but whose training fees have not yet been reimbursed by their agency or unit.
The new decree also stipulates that, during the implementation of the roadmap to raise the standard of training, teachers who have not yet met the standard qualifications for preschool teachers, and who have labor contracts with the legal representatives of private preschools licensed by competent authorities to establish and operate in areas with industrial zones; and who are directly caring for and educating children in preschool groups/classes where at least 30% of the children are children of workers and employees working in industrial zones, will receive a minimum support of 800,000 VND/person/month.
