
Addressing budgetary constraints in the operation of two-tiered local government systems.
The Ministry of Finance has just issued an Official Dispatch guiding the handling of difficulties and problems in the process of operating the two-level local government model, including the financial and budgetary sectors.
Accordingly, the Ministry of Finance has instructed localities to register accounts to access the comprehensive financial database managed by the Ministry. This helps commune-level authorities be more proactive in accessing data, serving management, reporting, and budget planning. The Ministry has also coordinated with training institutions to open training courses to help commune-level officials obtain appropriate certificates and competencies, ensuring that financial and budgetary work is carried out in accordance with regulations.
In addition, localities are required to allocate at least 3% of total annual budget expenditure for digital transformation, to promote innovation and technology application in management, contributing to building digital finance and digital economy in localities.
Furthermore, in response to requests from many localities for support in investing in infrastructure, equipment, and official housing for commune-level officials after administrative unit mergers, the Ministry of Finance stated that the Prime Minister has issued Decisions No. 1353/QD-TTg and 1953/QD-TTg on the use of central budget funds to support these tasks.
Accordingly, investing in infrastructure and working equipment for communes falls under the expenditure responsibility of the local budget. Local authorities are advised to proactively utilize central government support funds in combination with local budgets and other legitimate sources to implement these measures, ensuring stable, safe, and efficient working conditions.
