
On the morning of December 11th, with 410 out of 427 (86.68%) delegates voting in favor, the National Assembly passed a resolution approving the investment policy for the Gia Binh International Airport construction project.
Accordingly, the investment policy for the construction project of Gia Binh International Airport is approved, adhering to international standards to become a smart, green, sustainable, next-generation airport of international class, meeting the needs of socio-economic development, serving dual-use operations, ensuring national security and defense activities, and hosting important diplomatic events, including the APEC Summit in 2027.

The project meets international 5-star airport service standards, ranking among the top 10 5-star airports in the world according to Skytrax criteria and among airports with excellent passenger experience as assessed by the International Airport Council; aiming to be the aviation gateway of the North, a transit airport for passengers and cargo, and a facility for aircraft maintenance, repair, and overhaul in the Asia- Pacific region.
The project will be implemented in the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao (Bac Ninh province).
In terms of scale, Gia Binh International Airport meets level 4F (according to the standards of the International Civil Aviation Organization - ICAO); it is designed to handle approximately 30 million passengers/year and 1.6 million tons of cargo/year by 2030; and approximately 50 million passengers/year and 2.5 million tons of cargo/year by 2050.
The total investment capital for the project is approximately VND 196,378 billion; of which the investor's equity must be at least 15% of the total investment capital of the project.
According to the resolution, the investor selection process will be carried out in accordance with the provisions of Government Resolution No. 03/2025/NQ-CP on the specific mechanisms and policies for investment in the construction of Gia Binh International Airport.
Regarding the project implementation schedule, it is divided into two phases. Phase 1 (from 2025 - 2030): in which, from 2025 - 2027, the construction of necessary facilities to serve the APEC Summit in 2027 will be completed; the phase from 2026 - 2030 will complete the construction of the remaining facilities of Phase 1, ensuring synchronized operation and exploitation to meet a capacity of 30 million passengers/year and 1.6 million tons of cargo/year.
Phase 2 (from 2031 - 2050) will complete the construction of facilities to meet a capacity of 50 million passengers per year and 2.5 million tons of cargo per year.
The project's operating period is 70 years.
Regarding land requirements for the project, approximately 1,884.93 hectares are needed, of which about 922.25 hectares are paddy land with two or more harvests per year; land acquisition will be carried out in one go according to the planned scale and land use conversion will be permitted in accordance with the law.
The resolution authorizes the People's Committee of Bac Ninh province to relocate historical and cultural relics (of all levels) during the process of compensation, support, resettlement, and investment implementation of the Project.
The relocation will be carried out based on a plan decided by the People's Committee of Bac Ninh province, ensuring maximum preservation and promotion of the value of the relics, ensuring transparency and openness, and consulting with the people. If any difficulties arise during the implementation process, the Government will provide guidance.
